    Study Notes

    MCFRS Radio System Basics

    • MCFRS radio system uses 22 tower sites networked together for county-wide communication
    • The system uses failsoft mode to maintain partial functionality in case of major computer problems
    • MCFRS uses 7 OSCAR for inter-agency communication
    • "Signal 2" is used for emergency declarations in Howard County, meaning all units will need to hold their air
    • MCFRS FailSoft radio fleet uses different talk groups (TGs) such as DISP, OPS, INC, ANNC.

    MCFRS Mayday Operations

    • Transmit "MAYDAY, MAYDAY, MAYDAY" followed by a LUNAR explanation
    • Activate the "EB" button and/or activate the PASS device
    • Mayday operations remain on the primary incident TG, while all other FG operations are switched to the 4th TG
    • Mayday protocols on FG10 would move continued FG operations to FG13.

    Caroll County Radio System

    • Carroll County's radio system uses Zone CFR, which allows for specialized communication for different agencies.
    • A4, A5, and A6 are equivalent to MCFRS 72 C, D, and E
    • Carroll County uses their own "EB" activation process for Montgomery County units, requiring a confirmation or denial response
    • A15 FDTA and B15 FDTA are the MCFRS equivalent to "7 OSCAR"
    • For accidental activation in Zone CFR, units must transmit "10-33"

    Howard County Radio System

    • Howard County's radio system uses Zone HOF.
    • A5, B5, C5, and D5 are equivalent to MCFRS 7 OSCAR, meaning a "Signal 2" is similar to a "7 OSCAR"
    • Howard County has a separate emergency declaration protocol with a "Signal 2."
    • If outside agencies are assisting during a "Signal 2" in Howard County, their radio communication will be switched to a different talk group.

    DCFEMS Radio System

    • DCFEMS radio system uses the "RIZ" zone and can work in "Failsoft" or "Site trunking" mode.
    • "0H" zone is used for communications related to hospital consultations.
    • DCFEMS uses a separate activation process for EB activation and "10-33" is used to communicate the activation

    General Radio System Information

    • All talk groups in red are encrypted and secure, and users should be mindful of their surroundings before transmitting on secure talk groups.
    • MA1, MA2, MAF1, and MAF2 are used for patching non-DCFEMS units.
