Higher order thinking is thinking on a level that is higher than memorizing facts or restating information.

Rote memory is when a person memorizes and gives back information without having to think about it.

Higher order thinking requires that we do something with the facts, such as understanding them, inferring from them, connecting them to other facts and concepts, categorizing them, manipulating them, and applying them to new problems.
