Traffic Separation Schemes
- Vessels may use an inshore traffic zone when en route to or from a port, offshore installation, or pilot station, or to avoid immediate danger.
- Exceptions to entering a separation zone or crossing a separation line:
- Emergency to avoid immediate danger
- Engaging in fishing within a separation zone
- Vessels navigating near traffic separation scheme terminations must exercise particular caution.
- Vessels should avoid anchoring in a traffic separation scheme or near its terminations.
Vessel Operation
- Vessels not using a traffic separation scheme should avoid it by as wide a margin as possible.
- Vessels engaged in fishing should not impede the passage of vessels following a traffic lane.
- Vessels under 20m in length or sailing vessels should not impede the safe passage of power-driven vessels following a traffic lane.
- Vessels restricted in their ability to maneuver due to certain operations (e.g. maintenance of safety of navigation) are exempt from complying with this Rule to the extent necessary.
Applicability and Special Rules
- These Rules apply to all vessels on the high seas and connected waters.
- Special rules may be made by an appropriate authority for roadsteads, harbours, rivers, lakes, and inland waterways.
- Government-made special rules for ships of war, vessels under convoy, and fishing vessels engaged in fishing as a fleet are permitted.
- Traffic separation schemes may be adopted by the Organization for the purpose of these Rules.
Exceptions for Special Vessels
- Vessels of special construction or purpose that cannot comply fully with the provisions of these Rules may be exempt from certain requirements.
- Such vessels must comply with alternative provisions as determined by their Government to be the closest possible compliance with these Rules.
