Lobby Control at High Rise Incidents
- Lobby Control is assigned to an Officer during the investigative phase of an incident.
- The Officer of the third arriving apparatus assumes Lobby Control unless it is a High Rise, Haz, or a Squad.
Officer Responsibilities
- Assume Lobby Control on arrival, unless it is a High Rise, Haz, or a Squad.
- Responsible for Entry Control and collecting PITs of initial crews from Elevator Control or the area they have been dropped.
- Deal with displaced civilians who congregate in the lobby area and relocate them to an alternate area if needed.
Duties of Lobby Control Officer
Initial Duties
- Locate the CACF room or alarm panel.
- Make appropriate EVAC announcements to building residents.
- Retrieve and review the Fire Safety Plan.
- Silence the alarm (to enhance radio communication).
- Provide any pertinent information to the investigating crew.
- Liaise with building staff.
- Ensure entry doors to the lobby remain closed to limit flow path potential.
Additional Duties in Case of Second Alarm
- Ensure initial Entry Control has been established.
- Transfer PITs of deployed crews to Sector Officers as Sectors are established.
- Identify attack and evacuation stairwells and numbering/lettering designations.
- Continually monitor alarm panel for any additional alarms.
- Update and direct building occupants on what to do and where to go (EVAC).
- Ensure elevators not being used by TFS personnel have been recalled.
- Secure keys from building staff.
- Hand out Firefighter Phones to ascending crews to augment communications.
- Review evacuation/floor plate plan (usually found outside elevator area).
- Identify if building has Air Handling/Smoke Control systems and if present, ensure they are operational.
Fire Pump Room Duties
- Ensure building fire pump is operating.
- Identify type of building fire pump (i.e., electric or diesel) and ensure uninterrupted power supply or fuel.
- Monitor building fire pump conditions periodically.
