Reduced Privacy: Inmates and probationers have diminished Fourth Amendment protections regarding searches.

Pat-Down Technique

Purpose: To locate weapons.

Reasonable Suspicion: Law enforcement needs reasonable suspicion the subject is armed to conduct a pat down.

Plain Touch/Feel: Officers can seize items immediately apparent as contraband.

Procedure:
- Use clear verbal commands.
- Be aware of verbal/nonverbal cues that might indicate aggressive behavior.
- Visually scan the subject.
- Have the subject lift their arms.
- Move hands away from the body.
- Control the subject's hands.
- Keep the subject off-balance.
- Conduct the pat-down in a predetermined pattern.
- Follow up with appropriate actions.
- Safe weapon handling (if found)
Custodial Search Technique
- Purpose: A complete search for weapons and contraband.
- Handcuffing First: Handcuff the subject before the search.
- Quadrant Search: Systematic search of a subject's body.
- Hand Position: Adjust hand positions for safety around the subject.
- Procedure:
- Use clear commands.
- Keep the subject off balance.
- Control the subject's hands & body
- Search in a predetermined manner.
- Follow up with the appropriate response.
- Witness to the search (Preferred)
Inmate Search Techniques

Three Types: Clothed, strip/unclothed, and body cavity.

Clothed Search: Can be random or during an emergency. A female officer can search a male inmate and a male officer can search a female inmate only during an emergency (time & circumstance or imminent threat).

- Remove personal belongings (shoes, hat)
- Inspect belongings
- Maintain balance
- Visual hand contact
- Search in a predetermined order

Strip/Unclothed Search: Conducted by an officer of the same sex as the inmate (inmates will be unclothed and searched upon arrival from court, other institutions, being exposed to public, or after escape).

- Clear verbal commands
- Remove all clothing
- Visual search (including: hair, ears, mouth, body areas, clothing)
- Follow up procedures
