The Law to Enhance Mobility of Disabled Persons

  • Purpose: The law aims to improve the mobility and participation of disabled people in society.

  • Section 1: No building permits for construction, repair, or renovation of public/private buildings for use, educational institutions, airports, etc. will be issued without facilities/structural features to support disabled person mobility (sidewalks, ramps, railings).Existing buildings must be renovated/altered if feasible. Government buildings will also be adapted. Parking spaces must be reserved for disabled people.

  • Section 2: Public transport (buses, special bus stops) must display posters/stickers promoting the rights and needs of disabled persons. Discriminatory practices in passenger transport are prohibited.

  • Section 3: The Ministers of Public Works and Highways, and Transportation & Communications will develop rules and regulations to enforce the provisions of the act.

  • Section 4: Any infringement of the Act or its regulations will lead to a minimum one-month fine/imprisonment and maximum one-year fine/imprisonment (P2,000-P5,000). Corporations will be penalized through fines for managers/administrators of the facility.

  • Section 5: Laws contradicted by this Act are repealed/amended accordingly.

  • Section 6: The Act takes effect upon approval.
