### International and Inland Rules
- A sailing vessel must give way to a power-driven vessel in all situations.
- While underway in restricted visibility, a fog signal of one prolonged and two short blasts indicates a vessel towing.
International Rules
- In a narrow channel, an overtaken vessel must maneuver to permit safe passing. An overtaking vessel intending to overtake on the port side of the overtaken vessel would sound one short blast.
- If two vessels are meeting where no course change is necessary and will pass clear starboard to starboard, no signal is required.
- The minimal lighting requirement for a power-driven vessel less than 7 meters in length, with a maximum speed which does not exceed 7 knots is one white 360° light.
- In a narrow channel, a signal of intent is sounded by any vessel meeting another head to head, crossing the course of another, or overtaking another.
- A power-driven vessel coming up dead astern of another vessel in open water and altering her course starboard to overtake on the starboard side of the vessel ahead would sound two short blasts.
- A vessel constrained by her draft during the day may display two cones, points together.
- A vessel navigating within a narrow channel displaying a black cylinder indicates that the vessel is constrained by her draft. When crossing the channel, a vessel should not hinder the other vessel.
- When meeting another vessel and passing well clear starboard to starboard, hold course and sound no whistle signal.
- In a crossing situation, the stand-on vessel should hold course and speed and sound no whistle signal if risk of collision does not exist.
- The give-way vessel in a crossing situation, altering course to starboard, would sound one short blast.
- An overtaking vessel would sound two prolonged blasts followed by one short blast when overtaking in restricted visibility.
- In the diagram provided (DIAGRAM 9), if Vessel "II" sounds one short blast, you should hold course and speed without giving a signal.
- When in sight of one another in a narrow channel or fairway, a vessel intending to overtake on another vessel's starboard side shall indicate her intention by sounding two short blasts on her whistle.
- After the overtaking vessel sounds the proper signal indicating his intention to overtake on your starboard side, signal your agreement by sounding one short blast.
