Study Notes
- Inmates will not be moved during facility lockdown, except in an emergency situation authorized by the incident commander.
- All inmates will be pat searched prior to leaving the housing unit, upon returning to the housing unit, and any other time in which inmates are moved from one location to another.
- Restraints will be used in accordance to the inmate's specific custody level unless prohibited by physical limitations.
- Staff will position themselves to the left and to the rear of the inmate(s) being escorted.
- Inmates will be instructed to walk on the right side of all corridors and hallways.
- Inmates are not permitted to talk during movement; contact between inmates is prohibited.
- Whenever possible, males and females will be moved separately.
- Inmates being escorted are only allowed to have in their possession items needed at their destination (i.e., court, school, programs, etc.).
- Inmate movement will be recorded in the Jail Management System (JMS) Officer's Activity Report as part of the sending and receiving area's daily activity log.
- Staff involved in inmate movement will be aware of all inmates with a "keep separate" to prevent contact. It will be the pod deputies' responsibility to ensure keep separate information is documented on the inmate movement card.
- Inmates will be scanned via the full body scanner upon returning from court, non-barrier visits, work details, or any outside location where the inmate comes in contact with the public (i.e., doctor, dentist, etc.).
- All inmates returning from work, either internal or external, will be scanned upon return to the facility or prior to returning to their housing unit.
- Inmates will only be allowed to wear the official DOD inmate uniform while being transported.
- Inmates attending recreation will wear their uniform or gym shorts, white undershirt, and issued footwear.
- Inmates scheduled to appear in court will dress in an official DOD inmate uniform for transport to and return from the courthouse.
- Special management inmates will be moved separately from general population, but may be moved together as a group.
- High-risk inmates will be restrained with leg restraints and handcuffs with a shackle to cuff chain to ensure security and safety.
- The use of an electronic immobilization device (EID) may be authorized in accordance with Standard Operating Procedure Electronic Immobilization Device.
- The maximum number of inmates to be transported during group inmate movement will be determined by the shift commander, Transportation Unit supervisor, or Emergency Response Team (ERT) commander, as applicable.
- Restraint chains will be used during large group movements.
- Inmates will be handcuffed in the front, unless prohibited by physical limitations, and instructed to walk in a single file line. Depending on group size, inmates may be handcuffed side to side and instructed to walk in pairs.
- Counts of inmates moved will be conducted before and after movement.
- Group inmate movement will be controlled by close supervision and portable radios.
- The most direct route available will be used to ensure security and promptness.
- Staff will position themselves to the left rear of the line of inmates being escorted; when two (2) deputies are escorting the second deputy will be positioned at the front of the line.
- Escorted Status; This status level is identified by a white wristband. An inmate in this status must remain within sight and sound of the supervising staff member at all times; they are to remain within the facility. Only specific inmate workers will be allowed to walk freely outside of their work area inside the facility and will be monitored on camera at all times. Examples are: inmate buffers, personal laundry workers, and inmates in work areas.
