Inmate Intake Procedures

  • Immediate Needs Identification: A staff member must conduct an interview within 24 hours of admission (including transfers), before cell assignment. This includes intake, inter/intra-regional transfers, warrant suspensions, court returns, and intra-site transfers.
  • Purpose of Interview: Review and update preliminary assessments for security and critical concerns. Document additional security needs in the Offender Management System (OMS). Complete and document the Suicide Risk Checklist (CSC/SCC 1433e). Gather information required for cell assignment. Review inmate alerts, flags, and needs, updating as necessary. Review co-convicted inmates and update accordingly. Provide a brief orientation to institutional procedures. Facilitate communication to the inmate's lawyer/authorized contact. Complete any required referrals and document the interview in a Casework Record.
  • Inmate's Role: The inmate is expected to participate in both the immediate needs identification and admission interviews.
  • Documentation: All information collected needs to be thoroughly documented in the Offense Management System (OMS) and Casework Records. Appendix C and D give details on specific document formats.
  • Security Concerns During Assessment: Inmate assessments will evaluate risk factors such as organized crime/gang affiliation, incompatibilities, use of explosives/arson, media attention, deportation status, outstanding charges, security awareness, computer technology use in offenses, protected/confidential data, institutional adjustment concerns, gas reaction/inactivity, and physical disabilities.

Admission Interview

  • Timing: The admission interview must be conducted within five working days of admission.
  • Participants: The Parole Officer (and possibly other Case Management Team members) will conduct the interview.
  • Interview Contents: The interview will cover the inmate's language preference (official and home languages), role and expectations in case management, verification of previous information, areas needing immediate attention, referrals to services (health and mental health), mother-child program interest, parole eligibility, application timelines, visit information, Preliminary Assessment Report disclosure, and, if applicable, foreign national rights.
  • Foreign Nationals: Foreign nationals, specifically, will be advised of their rights to consular representation and/or representation for an international transfer in accordance with the Vienna Convention on Consular Relations. The process includes informing the inmate of the ability to contact a consular officer (arranging representation). Additionally, the inmate must be informed of the eligibility to apply for an international transfer and provided with the appropriate form (CSC/SCC 1428).
