Technicians and Training
- Technicians assisting engineers or supervisors must possess a certificate in an appropriate trade, preferably with a two-year course from an Industrial Training Institute recognized by the Central Government or State Government.
- They must undergo specific training within two years of engagement or appointment.
- Existing employees without the required qualification must undergo training and get certified within two years of notification of these regulations.
Training Guidelines
- The Authority shall issue guidelines for training in operation and maintenance of transmission and distribution systems within six months of notification of these regulations.
- The guidelines will specify the duration and content of the training course.
Owner's Responsibilities
- Owners of transmission or distribution systems must arrange training for their personnel engaged in operation and maintenance in their own institute or an institute recognized by the Authority or State Government.
- Records of personnel assessment must be maintained and made available to the Electrical Inspector as required.
Street Boxes and Pillar Boxes
- Street boxes must be regularly inspected for gas presence, and owners must give immediate notice to the gas pipeline agency if any influx or accumulation is discovered.
- Provisions must be made to ensure safe entry into the box and to prevent danger from sparking.
- Covers and doors of street boxes and pillar boxes must be kept closed and locked, and can only be opened with a key or special appliance.
- Live parts in street or pillar boxes must be at least 0.6 meters above ground level or flood level, whichever is higher.
Circuit and Apparatus Distinction
- Owners of generating stations, substations, junction boxes, or pillar boxes must ensure that different circuits are readily distinguishable from each other through permanent indication.
- Owners of installations with multiple feeds must ensure that each installation is readily distinguishable from others through permanent indication.
Accidental Charging
- Owners must arrange circuits and apparatus to prevent accidental charging beyond intended voltage limits.
- Alternating current and direct current circuits on the same box or support must be arranged and protected to prevent contact between them.
Protective Equipment
- Fire buckets filled with clean dry sand and fire extinguishers must be kept in generating stations, enclosed substations, and enclosed switching stations.
- Fire extinguishers must be installed, maintained, inspected, and tested periodically as per relevant standards.
- Sufficient first-aid boxes or cupboards must be provided and maintained at appropriate locations, with trained personnel available during working hours.
Precautions for Consumers and Electrical Contractors
- Electrical installation work can only be carried out by licensed electrical contractors under the direct supervision of a person holding a certificate of competency.
- The Electrical Inspector may exempt certain works or consumers from this requirement.
- Suppliers must not commence or recommence supply to consumers unless all conductors and apparatus are inaccessible except to designated persons, and the consumer has provided a separate building or enclosure for the supplier's apparatus.
