Incident Response Procedures
- The on-scene Officer in Charge (OIC) must establish an outer perimeter, a command post and staging area, and evacuate civilians from the affected area unless it is not feasible.
- The OIC should notify ECS to switch all involved district personnel to a specific radio channel, contact the district commander, and brief the SWAT Coordinator upon arrival.
- The OIC can contact the SWAT Coordinator to request assistance with a canine track if the suspect is believed to be armed and contained within a set perimeter.
- The SWAT Commander should contact the Police Chief and maintain a chronological log of all actions.
- SWAT personnel replace district personnel assigned to the inner perimeter as soon as possible.
SWAT Call-Outs
- SWAT is called out for active and passive incidents.
- Passive incidents are contained, stabilized, and pose no immediate threat.
- Active incidents present an immediate threat of loss of life.
- On-duty SWAT personnel will be used whenever possible, including officers working Police Visibility Overtime (PVO).
High-Risk Search Warrants
- A high-risk search warrant is issued when officers anticipate fortified locations, armed subjects, or an outstanding warrant for serious crimes.
- SWAT assistance may be required when the Search Warrant Service Risk Assessment Matrix score is 20 or higher.
Other SWAT Responsibilities
- The affected district commander will assess the situation and coordinate services from other departments.
- The affected district commander will request additional personnel, fire department personnel, a prisoner van, Red Cross, a Mobile Crisis Team, and police clergy as needed.
