Roll Call
- Group/division officers are responsible for accounting for all personnel under their command.
- Unit officers report the total number of personnel assigned and the number operating outside the hazard zone.
- The Incident Commander (IC) can verify information on the unit's passport.
- After all groups/divisions have been roll called, the IC documents the time and notes on the command board which personnel are unaccounted for.
Unaccounted Personnel/Crews
- If personnel are unaccounted for, the group/division officer reports their last known location and name.
- The group/division officer initiates search procedures.
- All other groups/divisions remain in their positions unless directed by the IC.
- The IC activates the rapid intervention team (RIC).
- Roll call continues even if personnel are missing to determine if others are unaccounted for.
Situations Demanding Immediate Roll Call
- Report of a member or crew missing or trapped.
- When a unit/crew cannot be contacted in the hazard zone after three consecutive attempts at radio contact.
- Sudden hazardous changes in the incident scene.
- Conditions deteriorate and evacuation is ordered.
- A change from an offensive to a defensive mode.
- When the incident is declared under control.
Roll Call Procedure
- Group/division officers are responsible for accounting for all personnel under their command.
- Unit officers report the total number of personnel assigned to their unit and the number operating outside the hazard zone.
- Example: Engine 1 arrives with three people, two enter the hazard zone and one stays outside. The officer would report "Engine 1 has two inside, driver outside Engine 1 is PAR".
- When all groups/divisions have been roll called, the IC documents the time and notes on the command board whether all personnel were accounted for.
Unaccounted Personnel
- If a personnel cannot be accounted for, the group/division officer reports the status as "unknown" and provides the last known location and name of the missing personnel.
- Group/division officers initiate search procedures within their area.
- All other groups/divisions maintain their positions unless directed otherwise by the IC.
- The IC activates the rapid intervention team (RIC).
- Roll call continues even if a person or crew is unaccounted for to determine if more than one person or crew is missing.
