    • In order to be eligible to work in a correctional facility, an inmate must have medical clearance and meet certain work criteria.
    • Inmates who are pregnant or juvenile are not eligible to work in a correctional facility.
    • All inmates must have a disciplinary report that has been resolved within the last 30 days removed from inmate worker status if they have a major offense rule violation on their record.
    • Inmate workers must have three documented incidents of unsatisfactory job performance in order to be removed from inmate worker status.
    • Inmate worker escorts will have a white wristband and inmates who are unescorted will have a black wristband.
    • Inmate worker identification and escort status is determined by color-coded wristbands.
    • Inmates assigned to work outside the secure perimeter will be documented by staff in control of the inmate and called in to Central Control every 30 minutes for a visual safety and accountability check.
    • The Work Unit supervisor will be responsible for conducting at least one safety and accountability check per shift on all staff assigned to supervise inmates outside of the facility.
    • Inmate worker uniforms will be provided according to their job assignment as described in Standard Operating Procedure Identification Systems: Male Inmate Worker Dress Codes: Shirt, Pants, Inside Worker Non-Sentenced, Brown; Kitchen Worker Non-Sentenced, Brown; Outside Work Unit, Tan; Pod Worker, Tan; and Female Inmate Worker Dress Codes: Shirt, Pants, Pod Worker, White; Laundry/Canteen/Library/Kitchen Worker Non-Sentenced, Brown; and Movement Card, White.
    • If all or most of the inmate workers refuse to work, the shift commander shall determine if a critical event will be declared.
    • The facility shall be placed in immediate lock down if all or most of the inmate workers refuse to work.
    • Security and support staff shall be called in and utilized in the critical areas.
    • The kitchen vendor shall be responsible for staffing the kitchen.
    • The Director of Detention will be informed of the investigation findings and a determination shall be made if the facility shall be allowed out of lock down.
    • Inmate workers will sign an Inmate Release and Authorization (JFCN-023) upon entry into the work program; the original will be placed in the inmate's classification file.
    • Outside Inmate Worker Observation Forms (JFCN-063) will be completed by all persons supervising outside inmate workers to document thirty (30) minute visual safety and accountability checks. Completed documentation will be forwarded to the Accreditation Unit.
    • A de-briefing shall be conducted by the Director of Detention to upper-level management.
    • Discipline, if warranted, should be issued to those inmates who participated in and resumed normal movement.
    • A determination shall be made if the facility shall be allowed out of lock down.
    • The Director of Detention will be informed of the investigation findings and an order to resume normal movement shall be issued.
