- The International Blind Sports Federation (IBSA) and the Powerlifting Sport Committee serve as the international governing body for powerlifting among visually impaired athletes
- IBSA Publications, like anti-doping and ethics rules, apply to all recognized competitions
- Technical Rules and Regulations are applicable at all levels of recognized IBSA competitions
- Competition categories are formed by the athlete's gender, body weight, and age group
Lifts
- In IBSA events, a specific sequence of lifts must be adhered to
- The order is Squat, Bench Press, Deadlift, and then the Total score
- Bench Press-only competitions are sanctioned where only the bench press is performed in competition
IBSA Organization
- IBSA organizes and sanctions competitions through member federations
- These competitions include:
- World Games (open, every 4 years)
- World Powerlifting Championships (open, sub-junior, junior, master, annual)
- World Bench Press Championships (open, sub-junior, junior, master, annual)

Rules
- In IBSA games where the Powerlifting Sport Committee is not the competition owner, other rules may apply such as qualification pathways
- The Local Organizing Committee (LOC) submits a bid to the IBSA Powerlifting Sport Committee
- To be eligible, athletes must have a valid IBSA license, international classification, good standing with IBSA through their National Federation, and meet minimum age requirements
Age groups
- Open: minimum age of 14
- Sub-Junior: minimum age of 14, maximum age of 18
- Junior: minimum age of 19, maximum age of 23
- Master: minimum age of 40
Bodyweight
- Specified bodyweight categories are viable for each gender across all age groups
Entries
- Eligibility Requirements to compete:
- Must hold a valid Athlete License on the date of final entry
- Must have valid international classification and sports class
- Must be entered by their National Federation(NF) in good standing with IBSA
- Must be of minimum age to participate in the relevant Competition
- Must not be disqualified, suspended etc
Entries Continued
- For international Classifications, such procedures should be offered/ organized when and where necessary
- Unlimited number of entries per National Federation per Gender per age group, unless otherwise specified
- Each athlete can register to only one bodyweight category per competition
- All registrations must have the Athletes' Bodyweight category and their personal bests in the category of prior year
- Deadlines: preliminary before 60 days requires athlete nomination, and Final at 30 days requiring final nomination list
Additonal Regulations
- Additional deadlines may be required as communicated by IBSA and LOC
- Athletes select weight category at the Final Registration deadline
- Category changes can be made (up or down only 1) with appropriate fee at the Technical Meeting
- If a Competition does not offer a specific day for a Bench Press Competition, then it will run integrated with the Powerlifting Competition
- If a Competition does not offer a specific day for different Age Groups or Bench Press, then the Athlete will automatically be entered
Medal and Minimums
- A Category Event (Medal) will be considered viable for:
- One athlete: one medal awarded
- Two athletes: two medals awarded
- Three or more athletes: 3 medals awarded as usual
Lot Number Draw
- Lot numbers are drawn after the technical meeting through random allocation via a scoring system
- This dictates:
- Kit check order
- Weigh in order
- Lift attempts from low to high
Technical Meeting
- All competitions require a Technical Meeting with up to two coaches and administrators per participating National Federation
- The Technical Meeting takes place generally one day prior and is delivered by the Technical Delegate in collaboration with the Local Organizing Committee
- Topics Include:
- Roll call
- Welcome from relevant associations
- Entries validation
- Tech details
- Training and kit check schedules
- Victory protocol
- Logistics, ceremony details
Official and Final
- Entry verification is final upon competition of meeting signed and returned
- National Federations with no representation must accept all data as per the information submitted
Weigh ins
- Weigh-in verification process confirms athletes' weights and matches necessary parameters for competition
- Each athlete must attend weigh-in with same gender technical officials in a private area
- Each athlete can have one (1) team coach at all weigh ins of same gender in session
- Lowest to highest of Bodyweight Category/Session, ascending order
- Missed calls forfeit position, and athlete will be recalled
Timing
- Scheduling is no later than one day before commencement
- Weigh-in lasts 90 minutes
- Non complying athletes are able to try again within the time limit (otherwise eliminated)
- Athletes must be in sport clothing, like underpants and compliant uniforms, to give accurate weight
- Athletes under 18 need no option to remove (and must wear) sport underclothing with no option to remove
Weigh In procedure and rules
- Athletes can only weigh in once, and if outside parameters can re-weigh after all others after disqualified
- Athletes must confirm Rack heights and attempt heights
- Athletes attempt weights should not be made public until all complete weigh-in
- Athletes listed body weights written in start lists with two decimals places (.00)
Kit Check Process
- Each athlete must attend the Kit Check Process before their Competition or else they are immediately disqualified
- Kit check inspects personal equipment before warm up and specifies times
- Process goes in ascending order, from lowest to highest, of Bodyweight Category then process
Fails during Kit check
- Athletes called must comply, and will be recalled after all others, failure to attend results in disqualification
- Kit check can be scheduled combined or Bodyweight Category
- Each kit must be as per schedule and package timing allowed
- Officials are responsible for inspection, photo/ video review and cleaning is to acceptable levels (unclean is to not be allowed)
- Illegal substances are to the contrary and cut to permissable allowance if applicable
- Coaches may request loader status if necessary, given to technical delegate
Warm up procedure
- 30 minutes will be allocated to warm up, prior to Competition
- The Area will require official pass and credentials for officials
- Each country can present two officials per Athlete. plus other additional officials per Athlete, coach/ team
- All NFs must respect each other when on warm equipment (if needed) and area
- Lettered groups have staggered access
Time rules
- Once competing groups starts, lettered groups may access equipment only staggered (A and B). Group B is 1st usually
- Warmup issues may result in revoked permissions
Presentation and officials
- At ten Minutes prior to competition, the Announcer will announce name, groups.
- Athletes are not on the Field of Play during presentation
- Referees, Judges, Tech, etc, will have names announced
Round and grouping rules
- Each Athlete is permitted three attempts on each lift during the Competition
- Each round is heavier. The Rounds are performed heaviest to the lightest order/order of the lift
- Athletes compete in Groups: Within the Groups, competition will adhere to the heaviest from the lightest lift (attempt weight) in each round
- lowest Lot #, lifts first
- The Athlete's heaviest/highest "Good Lift" then counts
Finals procedure (Lift and scoring)
- An Athlete not achieving 'Good Lift' on each lift or failing (3) is eliminated from the Total Competition
- Missing "Good Lift" results in not allowed proceeding into later events
- Athletes get set time starting when their name called
- A "No Lift" results in failing to comply
- Required adjustments, are given 3min to achieve
Group Details and composition
- Min (8), Max (12)
- May commence early as well
- Letter ordering
- Weight categories are a possibility for groupings during sessions
- Scores follow entries at start given submissions
- Less than six (6) people in group requires extra time
- Breaks for weight and lifting are done in (10) and (20) minute intervals
Changes in lift attempt and weight (multiples of 1kg) round 1
- Minimum 25kg
- 1 chage is allowed (up to 10kg)

- First group change done until then

Weights cont

Squat

- The Athlete will receive a “No Lift" as judged by the Referee and Jury for faults

Bench and lift
Athlete must:

- Width restrictions for hands

Personal Gear Restrictions
One (1) non-supportive lifting suit must be worn by the Athlete, complying with the following: Must be one-piece and form fitting without any looseness when worn. Must be constructed entirely of fabric or a synthetic textile material, such that no support is given to the Athlete by the suit in the execution of any lift. The material must be of a single thickness.
Allowances
May have no logos or emblems, except the following are permitted: ○ Athlete's nation/country ○ Athlete's flag One (1) t-shirt must be worn by the Athlete under the lifting suit, complying with the following: Must be constructed entirely of fabric or a synthetic textile. ○ Must not consist, in whole or part, of any rubberized or similar stretch material, nor have any reinforced seams or pockets, buttons, zippers or other thana round neck collar • Must have sleeves that terminate below the Athlete's deltoid and must not extend Onto or below the Athlete's elbow. The sleeves may not be pushed or rolled up onto the deltoid when the Athlete is competing
Restrictions
One (1) sporbra may be worn by the Athlete underneath the T-shirt and other outfit, complying with the following Rules: Must lie completely flat when placed on a table. Must not have any stiffening, wiring, padding, velcro straps or alterations or enhancements such as reinforced seams, exterior ribbed material, additional patches, padding, support, pockets, buttons, or zippers.
More Gear Restrictions
One (1) belt may be worn by the Athlete, complying with the following: Must be worn outside of the lifting suit. Must be made of leather, vinyl or other similar non-stretch material in one (1) or more laminations which may be glued and / or stitched together The buckle shallbe attached at one (1) end of the belt by means of studs and/or stitching. Must meet the following dimensions:
Width of belt maximum ten (10) cm. Thickness of belt maximum thirteen (13) mm along the main length.
Socks and Shoes
•One (1) shoe must be worn on each foot by the Athlete, complying with the following:The sole is maximum five (5) cm The sole is flat (no projections, irregularities, or a doctoring from the standard design). •Other shoes and gear: including wraps and tape and items that aren't allowed
