Port St. Lucie Police Department Crisis Negotiation Team Policy

    • The Crisis Negotiation Team (C.N.T) is trained to talk with people in crisis and obtain valuable intelligence for the Special Weapons and Tactics Team (S.W.A.T.) Commander.
    • The C.N.T uses negotiation skills to assist in the resolution of critical incidents involving a threat to public safety, which would otherwise exceed the capabilities of traditional law enforcement first responders and/or investigative units.
    • The C.N.T is a viable part of the S.W.A.T team and provides a means for armed barricaded persons to communicate and resolve high-risk incidents through peaceful surrenders.
    • The C.N.T assists the S.W.A.T team with negotiating tactics and techniques to resolve hostage situations.
    • C.N.T. personnel include C.N.T. Team Leader, C.N.T. Assistant Team Leader, and C.N.T. Negotiator, who must be able to perform as a primary or secondary negotiator, scribe, coach, intelligence analyst, or runner.
    • Selection of personnel for the position of negotiator generally requires at least five years of law enforcement experience and demonstrated effective communication and interviewing skills.
    • Once an officer is selected to become a police negotiator, they should successfully complete the basic negotiator course to remain an active member of the team.
    • The C.N.T. shall conduct in-service training exercises at least one duty day per month, combining classroom instruction and practical exercises.
    • Team members must maintain a state of readiness at all times and be prepared to be placed on stand-by or called up at a moment’s notice.
    • A “Crisis Throw Phone System” and “PA System” will be available for use during C.N.T. critical incidents.
    • Providing food, beverage, drugs, or allowing the suspect access to a motor vehicle to drive from the scene is prohibited.
    • The Team Leader shall be responsible for ensuring that all C.N.T. reporting forms are completed and submitted to the S.W.A.T. Commander within one week of the conclusion of the incident.
