Chapter XI: Advances

  • Rules for granting advances and withdrawals from the Consolidated Fund of India and Provident Fund are detailed in the Indian Railway Administration and Finance and Indian Railway Establishment Code Vol. I
  • Advances can be sanctioned for various purposes, including personal computer purchases, house construction/purchases, table fans, warm clothing, pay transfers, travel/retirement allowances, deputation abroad, leave salary, losses from natural calamities, law suits, cancer treatment, and festivals
  • Interest is charged on some types of advances
  • A Head of Department can sanction advances for vehicle purchases (motor cars, motorcycles, scooters, mopeds)
  • Advances are not granted if the employee already purchased and paid for a conveyance within three months of applying for an advance.
  • "Pay" is defined in Rule 1303 (FR. 9)(21)(a)(i)/R-II (Sixth Edition)

Advance Purchase of Conveyance

  • Maximum advance amount for a motor car is Rs. 1,80,000 (one lakh eighty thousand) or eight months basic pay and dearness pay, whichever is less, for first purchase. Subsequent purchases have a maximum advance of Rs. 1,60,000 (one lakh sixty thousand) or eight months basic pay and dearness pay, whichever is less.
  • Four years minimum gap between advances for a motor cycle/scooter/moped or a motor car
  • The advance is recovered in equal monthly installments (up to 200).
  • Interest is calculated on the outstanding balance at the end of each month.

Advance Purchase of Personal Computer

  • Maximum advance amount is Rs. 80,000 (eighty thousand) for the first purchase, and Rs. 75,000 (seventy-five thousand) for subsequent purchases, whichever is less.
  • Alternative maximum advance of Rs. 30,000 (thirty thousand) is available for employees with a monthly pay of Rs.8560/- or more, excluding grade pay.

Advance Purchase of Motor Cycle/Scooter/Moped

  • Maximum first-time advance is Rs. 30,000 (thirty thousand) or four months basic pay and dearness pay, whichever is less.
  • Subsequent advances have a maximum of Rs. 24,000 (twenty-four thousand) or three months' pay and dearness pay, whichever is less.
  • Advances are recovered in a maximum of 70 installments.
  • The excess of sale proceeds over the purchase price for a previously owned motorcycle/scooter/moped reduces the subsequent advance amount.

Cycle Advance

  • Maximum advance of Rs. 3,000 (three thousand) is allowed, inclusive of sales tax, for a bicycle.

Advance on Proceeding on Tour

  • An advance is granted to cover personal traveling expenses for a period not exceeding 30 days.
  • Controlling officers sanction advances for those who are not their own controlling officers
  • An officer who is their own controlling officer may sanction advances to themselves.

Advance on Transfer

  • An advance equal to one month's pay and transportation allowance is granted for transfer.
  • The advance proceeds from the old station after the arrival of the employee.
  • Installment payments for the advance start with the first full pay drawal.

Advances on Leave or Deputation

  • An advance up to two months' pay is permitted for leave or deputation outside India
  • Maximum limit of Rs 1000 (thousand) or two months basic pay, whichever is less.
  • Advances for this are processed separately from those on other types of leave.

Advances for Purchase of Conveyance (Additional info)

  • Maximum amount of advance is determined as less between the stipulated amount (Rs. 7.5 lakhs or Rs. 18 lakhs), or the actual cost or the repaying capacity
  • The administrative department may impose a ceiling limit upto 25%

Advances for Special Purposes

  • Advances may be given for various purposes like purchase of clothes during transfer to hill stations, treatment of cancer, or for attending festivals.

Advance for House Building

  • Advances are granted for house building for eligible railway employees and/or their spouses
  • Advances are processed and paid according to certain conditions and limitations
