High Rise Operations Procedures

Purpose: Establish standard approach for high-rise buildings (defined as over 6 stories or 75' above the lowest FD access). Larger buildings pose significant logistical challenges.

Definitions:
- FAST ATTACK TEAM (FAT): First responders (2 Engines, 2 Trucks and 1 Heavy Rescue) arrive at the fire scene to establish initial fire lines.
- BASE (Exterior): Designated location for support personnel and equipment outside of the building (usually used less within a high-rise fire).
- STAGING (Interior): Reserve personnel stationed two stories below the fire floor to quickly replace operating companies.
- REHAB (Interior): Area for rehabilitating injured personnel or supporting minor incident responses a few floors below the main fire floor for major incidents
- STAIRWAY SUPPORT: Method used to move supplies and personnel up stairways, alternative to elevators if they are compromised or unavailable. 1 firefighter for every 2 stories is the minimum.
- LOBBY CONTROL (3rd Engine): Responsible for controlling elevator operation, locating interior stairs and guiding arriving units.

Priorities: First is life safety, then fire control and last is property conservation. Fire control may sometimes need to come second to life safety issues within the incident.

Safety: Full protective gear is required for all personnel at a high rise fire scene.

Pre-Planning: Building specific pre-plans developed to address potential issues with major concerns, including apparatus placement for initial response companies.

Response: Detailed procedures for initial and subsequent alarms, including the number of units to be deployed at different stages, and responsibility of specific teams (e.g., Engine, Truck, Heavy Rescue).

High-Rise Fire Considerations: Factors such as the intensity and size of the fire, stack effect (temperature difference creating air currents), and wind impact the direction of fire spread, smoke movement, and building ventilation.
