Scope of the Law (Article 1):
- Applies to general directorates, and affiliated enterprises with fixed and circulating capital
- Applies to banks and establishments founded with private laws
Presidential Travel Expenses (Article 2):
- All expenses of the President's domestic and international travels are paid without being subject to the provisions of the this law.
Definitions (Article 3):
- Harcırah includes one, several, or all of the expenses for road, daily, family, and relocation
- An institution includes the office, administration, bank, establishment and agencies
- An officer includes persons receiving monthly salaries
- A servant includes personnel included in auxiliary services
- Family members includes the spouse and dependent relatives
- Baggage is defined as items belonging to the officer or servant
- Place of duty is the city where the officer resides
- "Another place" refers to places outside the duty station;
People Eligible for Harcırah (Article 4):
- Officers and servants working in the institutions covered by this Law, as well as their family members and those working as honorary in the same institutions
- People assigned to a temporary post by institutions
- Officers on leave due to lack of positions, and their family members
- Servants whose duties are terminated without punishment, and their family members
- Family members in case of death of the officer
- Non commissioned officers and privates assigned in transports of convicts
Expenses Included in Harcırah (Article 5):
- Includes road expenses, daily allowances, family expenses, and relocation expenses.
- The person may be entitled to one, some, or all of these expenses.
The type of road to consider in the expenses (Article 6):
- The expenses shall be calculated based on the routes and vehicles that are normally used
Monthly salaries to be taken as basis in expense calculation (Article 7):
- The actual monthly salary that the officer receives shall be basis for calculating the expense
Travel allowance for officers and serfs (Article 8):
- Road expenses and per diem to be paid to those assigned must be compatible with the salary
- If related ministry and ministry of finance approve, salary can exceed up to level 4 staff
Origin of Permanent Duty Allowance (Article 9):
- Permanent travel expenses include transfers to another place
Circumstances Requiring Joint Payment of Expense (Article 10):
- This includes road expenses, daily allowances, family expenses and relocation expenses
- The expenses are jointly paid in the event of continuous duty abroad, or change in duty station.
Harcırah for Those Who Die on the Road (Article 12):
- If someone dies while on duty, travel expenses up to the place of death are calculated.
- Money is paid to cover transportation.
Travel costs for when its forbidden to reside with your family (Article 16):
- Covers ares where it is forbidden to reside with your family or relocate a soldier.
- Family allowance is included in those circumstances.
Expenses during military joint operations led to an international country (Article 17):
- The decree and provisions used to calculate will be decided by the President
Testing reasons to go, exam or climate change travel expeses (Article 18):
- Officers are payed for transit
Per Diem to be Paid to Those who Get Sick While on Temporary Duty (Article 19):
- Per diem can be paid for a maximum of seven days.
Temporary Duty in Places With No Accommodation (Article 21):
- People sent on temporary duty to places outside of a city
Travel expenses for athletes in official sports settings (Article 23):
- Road and daily expenses are paid in accordance with the essentials determined by the President.
Family Expenses when family is in another place (Article 25):
- If the family is living in another place, then expenses for the family can be covered there

Domestic Per Diem Amounts (Article 33):
- The amount of domestic per diem is determined by budget laws each year.

- Travel days, per diems for travel days are calculated for each 24-hour period.
Amount for Family Expenses (Article 44):
- It is composed of the transport and the travel costs of family members.
Domestic Relocation Expenses (Article 45):
The domestic relocation expenses of the officer includes:
- 20x amount of his domestic per diem,
- For each entitled family member the expense shall include 10x the amount of doemstic per diem
International Relocation Expenses (Article 46):
- These expenses for the officer themselves include 20 times of daily allowance
Kilometers or Nautical Miles (Article 47):
- The kilometers are taken as basis depend on mode of water or land transport
- Is based on the most common or availiable one
Officers and Servants (Article 48):
- People who work, such as like mail delivery cannot receive daily compensation
- Ministry must disclose cards stating what travel they are doing
Officers and Servants Duty (Article 49):
- People working outside can only reimbursed 1/3 of original expenses if the ministry permits.
Daily Allowance is not given to the group (Article 50):
- Officers in certain situations are allowed to receive compensation with set limitations
Visitors (Article 51):
- A daily report must be sent in order to give daily travel
- The main job of the visitor can determine the costs for it
