Republic Act 1425: The Rizal Law

  • Signed into law on July 12, 1956, mandating the inclusion of courses on the life, works, and writings of Jose Rizal in the curricula of all public and private schools, colleges, and universities.
  • Authored by Claro M. Recto and sponsored by Senator Jose P. Laurel.
  • Recognizes Rizal as the Father of the Philippine Constitution and the last Filipino justice appointed by an American president.

Course Requirements

  • Courses on Rizal's life, works, and writings, including his novels Noli Me Tangere and El Filibusterismo, shall be included in the curricula of all schools, colleges, and universities.
  • Original or unexpurgated editions of the novels or their English translations shall be used as basic texts.

Library Requirements

  • Schools, colleges, and universities shall keep adequate numbers of copies of Rizal's original works, including Noli Me Tangere and El Filibusterismo, and his biography in their libraries.

Translation and Distribution

  • The Board of National Education shall translate Rizal's works into English, Tagalog, and principal Philippine dialects.
  • Cheap, popular editions of the translations shall be printed and distributed, free of charge, through Purok organizations and Barrio Councils.

Funding and Implementation

  • A sum of three hundred thousand pesos was authorized to be appropriated from the National Treasury to carry out the purposes of this Act.
  • The Act took effect upon its approval on July 12, 1956.
