Civil Constitution of the Clergy - July 1790
- The Civil Constitution of the Clergy was designed to reform and regulate the Catholic Church in France.
- It was passed by the National Constituent Assembly on July 12th, 1790.
- This followed other Assembly actions, including eliminating feudal dues, confiscating and selling church lands, and abolishing tithes.
- The state assumed control of religious aspects, funding clerical salaries and taking responsibility for education and charity.
- Clergy members were required to swear an oath of loyalty to the French state in January 1791.
- A majority of bishops refused to take the oath, although approximately 60% of lower clergy did.
- In April 1791, Pope Pius VI condemned the Civil Constitution and threatened to suspend clergy who complied.
- This action significantly divided the new French society.
