FPCON Levels
- A Department of Defense (DOD) approved system, protections and preventative actions in response to terrorist threats against US personnel and facilities
- FPCON levels increase due to terrorist activity
- FPCON Normal occurs with a possible general global threat of terrorist activity; this is the minimum level, meant to deter
- FPCON Alpha occurs with an increased threat of possible terrorist activity against personnel or facilities; the nature and extent are unpredictable, but should be detected
- FPCON Bravo is applied when an increased or more predictable threat of terrorist activity exists to delay potential attacks
- FPCON Charlie applies when an incident occurred, or intelligence indicates likely terrorist action against personnel or facilities, requiring 100% ID card checks to deny access
- FPCON Delta is used when a terrorist attack has occurred or intelligence indicates imminent terrorist action against a specific location or person, requiring 100% ID card checks
Protection Levels Resources (PL)
- Protection graded level scale categorizes resources based on the level of mission degradation
- PL-1 resources are Air Force (AF) power projection assets; loss, theft, misuse, compromise, damage or destruction would result in unacceptable mission degradation to US strategic capability or catastrophic consequences to the nation's mission, such as nuclear weapons
- PL-2 resources are Air Force (AF) power projection assets; loss, theft, misuse, compromise, damage or destruction, would lead to significant mission degradation to war capability, such as non-nuclear launch material
- PL-3 resources are Air Force (AF) operational or mission support assets that directly or indirectly support projection assets and the war-fighting mission and if lost would affect mission capability
Reporting
- BLUE DART reports a received terrorist attack or threat to a specific person or installation, which must be reported within 12 hours
- FPCAM is a down-channeled report for higher headquarters informing personnel of a change in readiness posture
- Helping Hand reports inform the Installation Command Post (ICP) of an unusual incident affecting a PL 1, 2, or 3 resource, likely hostile, that occurred at an installation or dispersed site
- The Assigned Flight Commander/Chief affecting a PL 3 resource may cancel a Helping Hand report
- If no hostile event or incident affected a PL 2 resource, the BDOC must report authority to terminate the report from DFC or designee
- Covered Wagon reports inform HHQ of an unusual incident affecting a PL 1, 2, or 3 resource, likely hostile, at an installation or dispersed site
- The Installation Commander or designee can cancel a Covered Wagon
Authority to Arrest/Apprehend
- Authority can be found in Article 7B of UMJC, Rule 302B of RCM, Article 2 (states who is subject to the UCMJ)
- Article 31 covers rights advisement IAW UCMJ, similar to the 5th amendment of the U.S. Constitution
Conditions for Deadly Force (AFI 31-117)
- Self-defense, defense of others, assets vital to national security, inherently dangerous property, national critical infrastructure, serious offense against persons, escape, and arrest or apprehension
Response Codes
- 1: Routine, 2: Urgent, 3: Emergency, 4: Request for Wants and Warrants, 5: Routine Traffic Stop, 6: Latrine Break, 7: Chow Break
- 8: Transport of Suspect/8A:Transport of Suspect of Opposite Gender, 9: Radio Frequency Change, 10: All Secure, 11: 11F-Fund Escort/11W- Weapons Escort
- 12: Unannounced Alarm Activation, 13: Officer Needs Assistance, 14: Duress, 15: Bomb Threat
- 16: 16A Suspicious Package/16B Suspicious Substances, 17: Possible DUI
- 18: Command Post Relocation (Primary to Alt), 19: Command Post Relocation (Alt to Primary)
Jurisdiction
- In Kunsan, there is exclusive jurisdiction
- The federal government has total jurisdiction of offenses on federal lands
Chemical Codes
- Used during increased MOPP levels when it is difficult to identify personnel
- Personnel with access to restricted areas must know the chemical codes
- If someone passes the CHEMCODE challenge incorrectly, they cannot get it wrong at all
Duress
- All personnel with access to restricted areas must know the duress code
- If someone passes the duress word, challenge them per CODE 14
- Every 6 months or upon compromise, the NCOIC of Physical Security updates the duress code
- Active duress involves saying the duress word, or pressing the duress button
- Passive duress involves a failure to answer the radio three times or the phone after 10 rings
Entry Control
- IDs are registered in the Defense Biometric Identification System (DBIDS)
- Personnel have 10 days to register in DBIDS at 8SFS Pass and Registration
DBIDS
- Blue cards are for Foreign Card Holders (Foreign Military)
- Red cards are for Emergency Personnel, Sponsored Guests and Individuals from Designated Country Lists
- Green cards are for Civilian Contractors
- Yellow cards are for Long Term Visitors, Volunteers, and Maintenance personnel
Approved Credentials for Kunsan AB Entry
- CAC, Retiree Card, Dependent Card, OSI Credentials, EAL, Visitor Pass (AF Form 75)
- Vouching authority is held by the Installation Commander, Group Commanders, and OSI
RIEEVC
- Random Installation Entry/Exit Vehicle Checks (RIEEVC) are only checks, the word search will NOT be used with a minimum of 2 Security Forces (SF) personnel present
- The Installation Commander (Wolf), delegates responsibility to plan RIEEVCs to MSG/CC (Falcon) in Kunsan
- Refusal may result in revocation of driving privileges, denial of entry, and/or barment from installation
Search Details
- Look for contraband, government property, weapons, firearms, illegal drugs, and classified materials
- DD Form 2501, Courier Authorization is required for classified material
- The Flight Sergeant can approve cancellation due to weather, manning, exercise, or real-world events
ZIPPER
- Installation gates are zipped during an armed robbery or alarm involving funds or AA&E (Arms, Ammunition & Explosives)
- With filter flow (stop/check/pass), the gate controller ensures one vehicle is in the lanes at all times. The IEC authenticates his/her credential and keeps the ID until a second car arrives. The IEC verifies the 2nd car's ID, returns the 1st car's ID, and instructs the 2nd car to take the 1st car's place
- A stop/check/pass occurs when a suspect description is received, there is a possibility of a suspect on base, crime action or an alarm activation
Entry Authorization List (EAL)
- For restricted areas, entry may be allowed with EAL or Air Crew Orders
- Must be authenticated by SF E-5 or above
- Should contain name, rank, last 6 of SSN, organization, badge number, Clearance Status, Dates of Visits and Exp Date
Air Crew Orders
- Name, Rank + Last 6, Organization, Clearance, Date of Travel
Seven Bridges
- Will NEVER be called a "defector"
- The phrase "A government representative is coming" will be said
- OSI will be called
Restricted Area Badge (RAB)
- Authenticators of RAB: Wolf's head facing left, red tongue, yellow eyes, purple border
- Open areas: 1- NNMSA, 5-North/South Loop, 7- Tree Area, 15- Korean Nationals, 20- Command Post.
- Personnel on TDY may use home station RAB when on EAL to gain unescorted entry
- Only personnel with RAB and Escorted personnel may enter
- Only personnel with E on RAB may Escort personnel
Photography
- Requires a letter from Public Affairs (PA)
- Must be signed by the PA/CC and resource CC
- Valid for 1 year

- Three Types: Standing, kneeling, and prone
- Prone search is only used when the suspect is violent, drunk, cannot stand on their own, or are significantly larger
