Food processing and fortification are also key strategies in addressing the challenges of hunger and famine. The Strategic Food Reserve in Kenya, currently operated by the National Cereals and Produce Board, is mandated to maintain a physical stock of 4 million bags of maize and a cash equivalent of a similar volume. However, the reserve only comprises maize grain, which is not the main staple food for communities often facing hunger and famine. To improve the country's ability to respond to critical food emergencies, the Government plans to transform the Strategic Grain Reserve into a Strategic Food Reserve by including other critical foodstuffs and maintain and substantially increase the reserve in the form of physical stock and cash.

Food processing and fortification can also help to improve the overall nutritional status of the general public and increase nutrition awareness and capacity among adults. For example, a national set of internationally accepted Dietary Guidelines can be developed and promoted across all age and demographic groups.
