    Selection

    • Spring Fire Department only purchases, provides, and maintains breathing apparatus and PASS devices compliant with NFPA 1852, 1981, 1989, and 1982 standards.
    • All purchased equipment is inspected before acceptance from the manufacturer.
    • Defective or unsatisfactory equipment is returned to the vendor.

    Responsibilities

    • District Chiefs and company officers ensure personnel under their control are knowledgeable of respiratory protection requirements.
    • All employees are responsible for awareness and adherence to respiratory protection requirements.
    • Employees are responsible for wearing, inspecting, and ensuring proper decontamination and sanitization of respiratory equipment.
    • Employees are responsible for ensuring a quantitative fit testing is performed annually during their birth month, coordinated with the quartermaster's office.
    • The Quartermaster division documents fit testing records for all respirators used by Spring Fire Department.
    • The Deputy Chief of Support Services, in coordination with the quartermasters, is responsible for the selection, technical support, issuance, and maintenance of SCBA.
    • The Deputy Chief of Support Services is responsible for breathing air quality in accordance with NFPA 1989.

    Quality Assurance Program

    • Spring Fire Department maintains a quality assurance program to ensure SCBA performance, policy adherence, and program improvement.

    Recordkeeping

    • All Spring Fire Department SCBA and PASS records are maintained through PSTRAX.

    Respiratory Equipment

    • Spring Fire Department purchases only NFPA compliant respiratory equipment.
    • The applicable NFPA standard is the latest in effect at the time of purchase or rebuild.
    • Repairs and updates must meet the current standard, not the original manufacture date.
    • SCBA units provide a 45-minute air supply but may provide less under emergency conditions.
    • All in-service SCBA comply with the most current edition of NFPA 1981.
    • SCBA are required in IDLH atmospheres.
    • No SCBA shall be used without a properly functioning PASS device.
    • Members in IDLH environments must breathe air from SCBA continuously from initial attack to the finish of overhaul.
    • Eyeglass straps or temple bars are not permitted between the face piece seal and face.
    • Eyeglasses must be fitted inside the face piece with approved Scott hardware.
    • Soft contact lenses are permitted if used successfully long-term.
    • Hard contact lenses are prohibited.
    • Head coverings that pass between the face piece seal and face are not permitted.
    • Facial hair must be in accordance with SFD.055 Uniform and Grooming Guideline.
    • SCBA face piece straps are not to be worn over protective hoods.
    • Helmets must not interfere with the face piece or seal.

    Inspection of Respiratory Equipment & PASS

    • Employees conduct daily SCBA inspections at the start of each tour of duty.
    • A record is maintained through PSTRAX, documenting inspection dates, findings, and required maintenance.
    • Weekly checks are performed on apparatus days.
    • SCBA are inspected after each use on scene or in training.
    • All breathing apparatus inspections occur no more than once a week per NFPA 1852.
    • Additional SCBA on the apparatus receive the same daily and weekly inspections.
    • Malfunctioning or damaged units are removed from service, tagged "Out of Service" with the reason, written up in PSTRAX, and reported to the SCBA repair technician.
    • Daily, weekly, and post-use inspections include verifying the presence of the face piece, back frame and harness assembly, cylinder, hose, end-of-service-time-indicator, regulators, and accessories.
    • Inspections also include checks for cylinder pressure (full indication at 4500 psi, in-service cylinders must not fall below 90% rated pressure or 4000 psi), bypass valve operation, doffing switch function, regulator gasket condition, regulator click and secure to mask, end-of-service-time-indicator activation at 25% cylinder pressure, integrated PASS device activation, remote gauge and cylinder pressure deviation (no more than 10% difference), and strap and harness condition.
    • Only Duracell MN 1604 or PC 1604 batteries are used for PASS devices.

    Breathing Air Cylinder Filling

    • Before filling breathing air cylinders, inspect the hydrostatic date, cylinder and gauge pressure for damage, cylinder body for cracks, dents, weakened areas, heat or chemical damage, composite portion of the cylinder for cuts, gouges, loose materials and absence of resin, cylinder outlet thread for damage, valve hand wheel for damage, and outlet for debris.
    • A breathing air cylinder refill log is completed for each cylinder refilled.

    Care, Cleaning, Disinfecting, and Decontamination

    • SCBA and face masks are exposed to products of combustion and become contaminated when exposed to smoky atmospheres.
    • Contaminated equipment exposes personnel to carcinogens.
    • Decontamination of all contaminated equipment follows the guidelines in SFD.002 Cancer reduction initiative.
    • SCBA exposed to CBRNE materials are considered contaminated beyond the ability to decontaminate and returned to service.
    • Contaminated SCBA is removed from service, retired, and disposed of in coordination with the quartermaster's office.

    SCBA Cleaning

    • Contaminated SCBA is removed from service and segregated to prevent further exposure.
    • Decontaminated SCBA is cleaned after each use.
    • Clean the cylinder with warm, soapy water, rinse thoroughly, and crack open the valve to blow out moisture.
    • Clean the frame, straps, and harness with warm, soapy water, sponge, and soft-bristled brush, avoiding direct water contact with electronics.
    • Do not use bleach to clean any part of the Scott Airpak.

    Facemask Cleaning

    • Facemasks are cleaned inside and out before returning to service.
    • Remove the facemask from the low-pressure regulator and VoiceAmp (if equipped).
    • Wipe the exterior with a cloth and warm, soapy water, liquid dish detergent, or manufacturer-approved mask cleaner.
    • Alternatively, use a 10:1 water:bleach mixture for disinfection.
    • Use a soft-bristled brush and soap to cleanse dirt, grime, or debris.
    • Rinse with a low-pressure water stream.
    • Allow to air dry.
    • Inspect for cracks, leaks, proper seal, and operation.
    • Return to service.

    Storage

    • All in-service SCBA cylinders are stored fully charged.
    • Apparatus-mounted SCBA is stored in secure compartments or NFPA-approved cylinder storage devices.
    • Air in cylinders stored for more than 12 months must be purged and refilled.
    • Contaminated SCBA is decontaminated before storage in the apparatus.
    • SCBA is not worn or brought into living quarters.
    • Public exposure to soiled or potentially contaminated SCBA or components is only permitted during emergencies.

    Annual SCBA Inspection and Testing

    • Spring Fire Department ensures all SCBA assemblies and face pieces undergo annual full-function testing by a factory-authorized service provider in accordance with NFPA 1852.
