Purpose and Basis of Acceptance

• Serves as a basis of acceptance by CAACI for performance and certification of maintenance by SAEI
• Regulatory control over aircraft under CAACI is achieved through compliance with OTAR Part 145

General Information

• Approval Basis relies on valid FAA approval reference SAFY977H and associated OTAR Supplement
• Accepted FAA Repair Station and Quality Control manual (RSQCM)
• Maintenance and Certification includes work performed on Cayman Islands registered aircraft and is done in accordance with procedures in RSQCM and Supplement
• Compliance with Requirements meets CAACI OTAR Part 145 requirements and relevant requirements of OTAR Part 43 with associated OTARs
• Supplement serves to meet Overseas Territories Aviation Requirements (OTAR) Part 145 Approval

Applicability and Standards

• SAEI undertakes maintenance of aircraft registered in the Cayman Islands
• It utilizes FAA approval as its basis and outlines additional conditions with a supplement

Changes to the Approved Maintenance Organization

• Name, location, additional sites, and nominated senior persons changes require notification to CAACI
• Amendments must be furnished to CAACI and procedures are specified in RSQCM, Section 11

Company Exposition

• FAA Accepted RSQCM is provided in English and demonstrates compliance with OTAR Part 145.9
• Supplement is supplied to CAACI and accompanies the RSQCM

Duration of Approval

• Approval Validity is up to 12 months from issuance date and depends on FAA approval reference SAFY977H
• The annual review requires approval renewal and CAACI survey may be conducted
• Approval Certificate is returned to CAACI if revoked

Renewal of Approval

• Application needs to be submitted to CAACI at least 30 days before approval expiration
• Timely submission and maintaining compliance with CAACI requirements are important

Procedure for Issuing Certificate

• Issuance of Certificate of Release to Service (CRS) is performed after maintenance on Cayman Islands registered aircraft within CAACI Approved Capability and Scope
• After Line Maintenance, entry in log book per Air Navigation (Overseas Territories) Order Part 145 is created, aircraft is fit for release to service and log book signed with CAACI authorization AMO, approval number and date
• After Base Maintenance, complete Certificate to Release to Service form is created, entry in log book per Air Navigation (Overseas Territories) Order Part 145 is created, aircraft is fit for release to service, and certificate is issued

Requirements for Certificate

• Regulatory References are contained in RSQCM (Section 12.12) and varied by OTAR Part 43.105
• Recognized Regulation: Air Navigation (Overseas Territories) Order (AN(OT)O), Articles 32 and 34
• Certificate Wording includes work carried out per AN(OT)O Part 145 and aircraft being fit for release to service

Maintenance Records

• Maintenance records must adhere to OTAR Part 39 Subpart D and also comply with OTAR Part 43.57
• Liaison with OTAR Part 39 includes ensuring clear Work Orders are received and transmitting maintenance records including specific findings

Operators Specific Maintenance Requirements

• Liaison with Continuing Airworthiness Management Organization ensures specific maintenance requirements are met
• Examples include Maintenance Programme task card instructions, special operation approvals, furnishing inspection findings, and liaising with manufacturers

Mandatory Occurrence Reporting

• Compliance with OTAR Part 13 (reference RSQCM Section 10.1.4)
• Reporting Obligations: Report to the Operator, Report to Type Certificate Holder, Report to CAACI
• Focuses on operator's aircraft safety

Independent Inspection

• Compliance with OTAR 43 Subpart C which defines Independent Inspection or Required Inspection Items
• Guidance on inspection requirements can be found in RSQCM (Section 12)
• Additional guidance on inspection items can be found in Appendix 5 of Supplement (Section 28)

Initial and Continuation Training

• Certifying staff must receive training every 2 years, ensures up-to-date knowledge of relevant technology
• Organization Procedures include contents of the Supplement, Associated OTARs, and Applicable Articles of the Air Navigation (Overseas Territories) Order

Parts Removed from Serviceable Aircraft

• Parts removed from an aircraft which much comply with OTAR Part 145.115
• If this occurs a Release Certificate should be provided by your organization
• Subject to compliance with OTAR guidance documentation
• CAACI must be notified and Approval is required for the activity

Down Route Aircraft Recovery

• In the event of Unforeseen Aircraft Grounding at locations without approved Part 145 maintenance organization occurs
• SAEI's Role is to authorize for one off instances and follow OTAR Part 145.105(k)
• Operator Approval is Required before issuing authorization

Communications with CAA Cayman Islands

• The Responsible Person responsible for communications is Director of Safety and Quality Assurance which handles communication with CAACI

CAACI Requirements and Audits

• SAEI will include requirements of the supplement
• Compliance with OTARs and associated OTARs will be included
• Accomplished Work Orders for Cayman Islands Registered Aircraft will be included
• Quality Oversight Program is contained in RSQCM (Section 12.12)
• Significant Adverse Findings must be reported to CAACI and the operator

Maintenance Locations and Capabilities

• SAEI Maintenance Operations are performed as applicable and approved by CAACI
• Conducted in SAEI stations and located in the Kingdom of Saudi Arabia

Maintenance at Un-approved Locations

• Aircraft Maintenance on a Temporary Basis is performed by trained, certified, and authorized flight mechanic
• Mechanic must have release to service authority
• Support for Un-serviceable Aircraft includes One-time authorization for grounded aircraft at SAEI Staffed location
• Occasional Line Maintenance is less than 90 days at SAEI staffed location approved as GACA Part 145 maintenance organization
• Temporary station authorization issued with start and end date
• Performed by trained, certified, and authorized staff
