EVM Management System (EMS)
- The EMS is used to track the status of EVMs throughout the election process.
- It includes information about the unique ID, location, FLC status, and any issues or discrepancies related to individual EVMs.
- Unique ID of FLC-OK units will be uploaded using EMS mobile App by DEO.
- Unique ID of rejected Units with rejection details will be uploaded to EMS by FLC engineers.
- FLC Data will be sent to BEL/ECIL FLC server through internet using “Field FLC Data Transfer” Application.
- The EMS mobile app and web portal allow authorized personnel to access and manage data about individual EVMs.
Sealing of Control Units
- The Control Unit of each EVM is sealed with a modified Pink Paper Seal supplied by the Nasik Security Press, in the presence of representatives of National and State Recognised Political Parties.
- This helps ensure that the Control Unit cannot be opened between the First Level Checking and the election.
- The Pink Paper Seal has two portions with the same Unique Serial Number.
- The two portions are pasted on opposite sides of the Control Unit cabinet.
- Proper handling of the seals is emphasized to ensure their effectiveness.
- The surface on which the seal is applied should be clean and free from dust, dirt, water, chemical, and oil.
- The peeling off/removal of the seal from the release liner surface should be done with clean fingernails.
FLC Process Recording & Monitoring
- The FLC process is webcast (CCTV with IP) and continuously recorded.
- Video, CD, DVD, or other suitable modes are kept in the custody of the DEO.
- Webcast cameras are installed in the FLC Hall to allow for full viewing of the FLC process.
- The web link is shared with the CEO and ECI, preferably as a single dashboard view with individual links for all the FLC centers.
- A Control Room is set up at the CEO office for monitoring the FLC process through webcast.
- This ensures compliance with instructions and procedures.
Reporting and Certification
- After FLC completion, the DEOs submit a certificate to the CEO, confirming the completion of the FLC process for all BUs, CUs, and VVPATs.
- The CEO then submits a consolidated certificate covering all districts to the Commission.
- This ensures that all EVMs have undergone the FLC process before being deployed for the election.
Security Measures after FLC
- Comprehensive arrangements are made for round-the-clock security of the FLC Strong Rooms housing EVMs.
- Minimum one section of State Armed Police is deployed for 24X7 security of the FLC Strong Room.
- The entry point of the FLC Strong Room and corridor have 24X7 CCTV coverage with DVR.
- Fire extinguishers and a fire alarm are installed near and inside the strong room.
- This ensures the safety and security of EVMs after FLC completion and before deployment.
