    Study Notes

Executive Short Term Course in Environmental Standards

    • Course offered by ATBU SPESSE Centre of Excellence
    • Track A: Five-day course for Environment and Social Assessment Practitioners
    • Module 1, Session 2: Historic Evolution of the Environment Assessment (EA) Process
    • Course assistance from Dr. Sherif Arif, Senior Environmental Consultant to the Environment, Global Practice of the West and Central Africa - SAWE4

Course Content (Day 1, Session 2)

    • Purpose of the course: Present a history of the Environmental and Social Assessment (ESA) process since its inception, highlighting key milestones over 45 years.
    • Course content details:
      • Definition of ESA and its value proposition
      • US National Environment Protection Act of 1970
      • Stockholm Conference on the Human Environment (1972)
      • Brundtland report on Sustainable development (1987)
      • Rio Conference of Environment and Development (1992)
      • Millennium Development Goals (2000)
      • Paris Declaration on Aid Effectiveness and Accra Agenda for Action (2005)

    Definition of ESA

    • ESA is a systematic process (a series of actions) designed to evaluate and document information regarding the potentials, capacities, and functions of natural systems and resources.
    • Goal: Facilitate sustainable development planning and decision-making, proactively anticipating and managing adverse consequences of proposed undertakings.
    • Scope of Analysis depends on the project's characteristics (nature, scale, and potential environmental impact)
    • Examines potential environmental risks/impacts, project alternatives, methods to improve selection, siting, planning, design, and implementation to avoid, minimize, mitigate or compensate for adverse impacts.
    • Includes processes to mitigate and manage impacts throughout project implementation
    • IFC favors preventive over mitigatory/compensatory measures wherever possible (IFC, 1998)

ESA and Environment and Social Impact Assessment (ESIA)

    • Environmental and Social impact assessment (ESIA) is a report/instrument to identify and assess potential environmental and social impacts of a proposed project.
    • Evaluate alternatives, design mitigation, management, and monitoring measures.
    • Projects/subprojects needing ESIA typically address issues not covered by regional/sectoral EA (World Bank, 1999).
    • ESA is a tool for identifying, predicting, evaluating, and mitigating biophysical, social and other effects of proposed projects and physical activities prior to major decisions.

The US National Policy Act (NEPA) of 1970

    • Purposes of the Act: Promote efforts to prevent/eliminate environmental and biospheric damage (Sec. 2)
    • Introduces basic criteria consideration before making a decision
    • Guidelines, procedures, and methodologies for impact analysis (e.g., matrix, checklists) developed, including public participation.

The United Nations Conference on the Human Environment (Stockholm, 1972)

    • Created a common outlook and principles to preserve and enhance the human environment
    • Foundation for global environmental governance, including human rights.
    • Marked the beginning of dialogue between industrialized and developing countries regarding the link between economic growth, pollution (air, water, oceans) and human well-being.
    • Recognized urgent need for global environmental protection.

One Major Outcome and Two Principles on Environment Assessment in the Stockholm Declaration

    • United Nations Development Programme (UNEP) established to coordinate environmental initiatives and support developing nations.
    • Principle 2: Safeguarding of the earth's natural resources (air, water, land, flora, fauna, natural ecosystems) for present and future generations.
    • Principle 18: Applying science and technology to identify, avoid and control environmental risks to solve environmental problems for mankind’s common good.

Between 1980-1990: The European Union and the World Bank

    • EU introduced Directive 85/337/EEC (EIA Directive) to establish environmental protection framework for various projects detailed in Annexes I and II with defined screening procedure.
    • Directive amended multiple times(in 1997, 2003, 2009)
    • In 1989, ESAs became standard requirements for World Bank financed projects.

The Brundtland Report on Sustainable Development

    • Idea that environment and development are interlinked, not separate.
    • Human development depends on the environment, and improved human well-being within the environmental context.
    • Urging development to improve living conditions.
    • Addresses the limitations that environmental factors place on development.
    • Recognition that wealth redistribution, gender equality, and poverty reduction are crucially important in formulating environmental conservation strategies.

Definition and Concepts of Sustainable Development

    • Development that meets present needs without compromising future generations' ability to meet their own needs.
    • Four key concepts:
      • Overriding priority to the essential needs of the world's poor.
