Temporary Upgrading
- Employees acting as officers or shift commanders for one hour or more receive the starting pay of that position.
- Acting officers are expected to monitor compliance with departmental SOPs and Administrative Regulations.
Acting Lieutenant List
- The list includes all individuals who participated in the Lieutenant promotional process.
- It mirrors the Lieutenant eligibility list but also includes those who didn't achieve the minimum score and those who meet qualifications for the test.
- Employees are added based on full-time seniority.
Acting Battalion Chief List
- Functions and maintenance are similar to the Acting Lieutenant list.
- Intended to provide experience for those participating in the promotional process.
Declining to Act
- Employees can decline to act in a capacity outside of their regular assignment by signing a declination form.
- The declination lasts for a minimum of six months.
- Refusing to act on a regular shift also applies to call-back and trade-of-duty shifts.
- However, employees on the Lieutenant or Battalion eligibility list cannot decline to act.
Sick and Injury Leave
- Employees accrue sick leave at a rate of 12 hours per month, up to a maximum of 1080 hours.
- They receive basic straight-time hourly pay for each day of accrued sick day used.
- Notification of absence must be made at least one hour prior to the shift, unless impossible or waived.
Sick Leave Abuse
- The District can require medical consultations, verification, or investigations if sick leave abuse is suspected.
- They can require a physician's verification for employees returning to work after missing three or more consecutive shifts due to illness or hospitalization.
- Employees utilizing sick leave immediately before or after a scheduled vacation or shift trade day off may be required to submit a physician's verification.
- Failure to provide verification or falsification can lead to disciplinary action.
Fitness for Duty Exam
- The District can require employees to undergo a fitness for duty exam if reasonable suspicion exists.
- The District pays for the exam at a designated facility, with coverage for any additional cost after insurance.
- If the employee is deemed unable to perform their job, they are allowed a second exam by a physician of their choice.
- In case of conflicting medical opinions, a third exam is conducted by a physician selected by the first two physicians. The third physician's decision is final, subject to grievance procedures.
- Costs for the third exam are equally divided between the District and the employee.
Sick Time Donation
- Employees can use or donate up to 24 hours of sick time per calendar year.
- This does not count against PEHP calculations as long as the employee has over 720 hours during the calculations.
Grievance Procedure
- Grievances are submitted in writing to the Deputy Chief, detailing the facts, violated provisions, and the requested relief. Grievances must be presented within ten business days of the event.
- The Deputy Chief provides a written response within ten business days. If no decision is made, the grievance is deemed denied.
- Appeals go through the Fire Chief and then the Board of Trustees, with a final decision made by the Board within forty calendar days.
- If unresolved, the Union can refer the grievance to arbitration.
Mandatory Education and Training
- Employees are compensated at time and a half for off-duty hours spent in mandatory meetings, classes, seminars, or training sessions.
- They are also reimbursed for travel, hotel, and meal expenses according to the Local Government Travel Expense Control Act.
- The Fire Chief or Deputy Chief can cover the position of the Battalion Chief for mandatory meetings or training if it lasts less than 12 hours.
