Apparatus Response to Known Violent Incidents
- Consider the location for setting up base and the safest route to that location.
- Determine whether sirens and emergency lights should be turned off when approaching the call.
- Confirm the response of Toronto Police and Toronto Paramedic Services if unknown.
Incidents That Become Violent After Arrival
- Retreat crews to a safe location if the incident becomes violent or the threat of violence becomes imminent.
- Advise the TFS Communication Centre of the situation.
- Establish a safe area for staging.
- Request Police assistance and provide details of the circumstances.
- Await Police arrival at the scene and liaise with them.
Requesting Police Assistance
- All requests for Police assistance must be accompanied by a reason.
- Examples of situations where Police assistance may be requested include:
- Fights
- Violent crimes
- Drug-related situations
- Family disturbances
- Person in Crisis (PIC)
- People interfering with fire department operations
Emergency Assistance for Firefighters (Code 1 & Code 2)
- Code 1 indicates that Police are required immediately at the scene of an event because the safety of firefighters is in jeopardy.
- Code 1 is transmitted to the Communications Centre without normal radio identification.
- The Communications Centre will acknowledge with "Code 1, Roger" and immediately call Police to request their attendance.
- If the location of the crew is not clear, the Communications Centre will attempt to contact the apparatus driver to determine the location.
- A District Chief will be dispatched to the emergency scene whenever a "Code 1" is received, and the Platoon Chief should be notified to monitor the radio channel.
- Code 2 is used to relay information from the Communications Centre Dispatcher to an Incident Commander or crew at the scene of an incident when discretion is required due to a scene safety issue.
- The Communications Centre will notify the Incident Commander or crew by stating "Code 2" if they receive information related to a safety issue that may potentially involve a violent patient or situation after apparatus arrive on scene.
