- During emergency incidents, members must ensure all radio communications are brief, concise, and clear.
- Members are guided by FCC communications rules and should be familiar with them.
- Radio communication procedures are in MOPs 602, 602-1, and 602-2.
Unit Dispatch and Initial Actions
- When a unit is dispatched, the mobile radio is to be on the assigned fireground talkgroup.
- The unit's Mobile Data Terminal (MDT) should reflect the appropriate status.
- Any deviation from dispatch orders is immediately reported to the first assigned Battalion Chief.
- The first-arriving unit reports on the assigned fireground talkgroup upon arrival.
- This includes structure type, encountered conditions, and assumption of incident command.
- Fire Communications acknowledges, starts an incident timer, and repeats the given information.
Engine/Squad Responsibilities
- The first-assigned engine/squad gives the hydrant location being used on the fireground talkgroup.
- Fire Communications acknowledges the message from the first-assigned Engine/Squad, but does not repeat the hydrant location.
- The second-assigned engine/squad reports to side Charlie on the assigned fireground talkgroup.
- This includes the hydrant location being used.

- They will confirm that they will relieve the Initial Rapid Intervention Team (IRIT).
- Upon arrival, the third engine/squad will establish a Rapid Intervention Team in front of Side Alpha per MOP 602-8.
- The hydrant locations given by the first and second engine/squad determine the fourth and fifth engine/squad staging locations.
Command Transfer and Communications
- When the first Battalion Chief arrives and command is transferred, all radios switch to the fireground talkgroup for complete fireground communications.

- If Fire Communications needs to contact the Incident Command or any unit, it uses the designated fireground talkgroup.
- A report on the location of the first or second assigned truck company is only necessary if the primary location or order of dispatch changes.
- The second arriving Battalion Chief announces arrival on scene and acknowledges role as Scene Safety Officer.
Demobilization and Incident Closure
- As units demobilize, the officer notifies Command on the assigned talkgroup when all members are accounted for.
- The Incident Commander advises Fire Communications before going in service.
- This includes pertinent information (delegated command, etc.).
- Any debris blocking or impeding, per [MOP 606-02].
- If there is a need for boarding (unoccupied/vacant), per [MOP 606-02].

- The last remaining unit advises communications that they are the last remaining unit on scene and awaits confirmation.
- Should communications indicate other units are still on scene, the officer must immediately investigate and attempt to locate the unit.
- Communications will attempt to contact the unit by radio and request the activation of the appropriate status on the MDT.
- The respective Battalion Chief will be notified immediately if the unit cannot be located.
- The Battalion Chief will locate the unit and have the appropriate status activated.
- The on-duty Shift Commander will be notified via phone when Battalion Chiefs are required to locate unaccounted for units.
- Officers must ensure their unit's status is correct at all times.
