EMS Commission

Local Agency Responsibilities

Tasked with developing and implementing local EMS policies and protocols.
Responsible for monitoring pre-hospital care to ensure quality and compliance.
Engages in certification reviews to maintain standards.
Provides indirect medical control to support EMTs in the field.
Issues pre-hospital care accrediting to ensure preparedness of local EMS providers.
Required to report activities and issues to the state EMS authority and commission for oversight.

EMT Responsibilities

Obligation to act and respond promptly to emergencies.
Must ensure scene safety for themselves, patients, and bystanders before providing care.
Responsible for assessing and delivering appropriate care for illnesses or injuries.
Required to stabilize patients and transport them to medical facilities.
Acts as an advocate for patients during the transfer of care to other medical personnel.
Must document actions taken during incidents and return to service after completion.

EMT Scope of Practice

Defined as the level of care an EMT is trained to provide, strictly adhering to their certification level.

Health and Safety Code 1797

Establishes specific requirements governing:
- EMT and paramedic training standards and curricula.
- Certification and re-certification processes to maintain licensure.
- Disciplinary procedures and processes for de-certification if necessary.
