Phases of Disaster Management

  • Pre-Disaster (Mitigation and Preparedness): taken to reduce human and property losses caused by potential hazards.
  • During a Disaster (Disaster Occurrence): taken to ensure that the needs and provisions of victims are met and suffering is minimized.
  • Post-Disaster (Response and Recovery): taken to achieve early recovery and rehabilitation of affected communities.

Hazard, Exposure, Vulnerability, and Capacity

  • Hazard: a dangerous phenomenon, substance, human activity, or condition that may cause loss of life, injury, or other health impacts.
