Electrical facilities should be built and operated in a way that does not cause damage to life and property.
Technical measures should be taken to prevent people from touching live parts of electrical facilities.

Transformers, capacitors, or other electrical equipment should be located in a harmless place far enough from windows, balconies, and similar places.
Horizontal and vertical distances must comply with the Electric Power Current Installations Regulation.

Electrical installations should be arranged and dimensioned to cut off short circuit current and prevent danger to people.
Facilities should be openly arranged for quick and safe monitoring, operation, repair, and maintenance.
Important plant parts and devices should be easily accessible and removable without difficulty.
Facilities should be divided into sections to minimize operation interruption in case of failure.
