Early Intervention System (EIS)

Purpose: To provide guidelines for identifying members needing proactive intervention. Applies to all members.

Essential Component: An essential part of a well-managed law enforcement agency, increasing accountability and helping members meet agency values/mission.

Activation Criteria:
- Three administrative investigations of misconduct, or three agency crashes within 12 months.
- Any certified law enforcement member involved in:
- Three vehicle pursuits within six months
- Nine uses of force within six months

EIS Process:
- Completion of an Early Intervention System Notification Form (PSO 1-0048).
- Notification forwarded to the appropriate commander.
- Commander reviews and forwards to supervisor.
- Supervisor reviews with involved member.
- Possible intervention options: General order/policy review, remedial training, counseling, informal EAP referral, fitness for duty evaluation, off-duty restrictions, or (optionally) no action required.

Supervisor Involvement: Important; first and second level supervisors ideal for discussing issues with the member.

Non-Punitive Intent: Activation does not automatically mean a problem with the member; it may suggest a pattern requiring investigation or monitoring. Aims to prevent issues from escalating.

No Disciplinary Action: The EIS is not intended for disciplinary purposes.

Evaluation: The Professional Standards Unit evaluates the EIS annually (January) and recommends adjustments to the sheriff (February).
