Chapter 1: Police Operation
- Police operations are defined as job duties, responsibilities, and activities that law enforcement agents complete in the field.
- Operational Planning is using rational design or pattern for all departmental undertaking rather than relying on changes in the operational environment. It includes the preparation and development of procedures and techniques for accomplishing primary tasks and functions of an organization.
- Categories of Police Operation:
- Public Safety Operations (Retrieval Operations, Fire Drills, Earthquake Drills, and similar operations that promote public safety).
Chapter 2: Law Enforcement Operation
- Includes service of warrant of arrest, search warrants, visitorial powers, and other anti-illegal activities (drugs, gambling, loggings, fishing, carnapping, kidnapping, cybercrime).
- Internal Security Operations: Counter-insurgency, counter-terrorism, ensuring internal security
- Special Police Operations: Checkpoints, roadblocks, civil disturbance management, demolition eviction, court orders, marine vessel assistance, hostage situation, visit board search and seizure

- Investigation Operations: Investigation of crime/incidents, administrative investigations.
- Scene of the Crime Operation (SOCO): Processing crime scenes, technical/forensic evidence examinations, investigative assistance.
Chapter 3: Operational Procedures
- Pre-operational Clearance: No police operation can be conducted without approval from the Chief/Commander/Head of the concerned police unit/office. A pre-operational clearance should be filed by the team leader
- Inter-unit Coordination:
- Coordination by filing a form or through available communication means.
Chapter 4: Use of Excessive Force Prohibited
- Excessive force is prohibited during police operations.
- Verbal warning is required before using force.
- Situations where verbal warning may be excusable (immediate threat to life or property.)
- Use of non-lethal weapons: Baton/truncheon, pepper spray, stun gun, etc. when violent suspects/threats.
- Application of necessary and reasonable force: To overcome resistance, imminent dangers, or for self-defense.
- Factors to consider when determining reasonable force: Number of assailants, weapon type, physical condition of individuals, location, and circumstances.
Chapter 5: Use of Firearm
- Use of firearm is justified when there is an imminent danger of death or injury to the police officer or other persons. It is also justified in self-defense, defense of a relative, and defense of a stranger.
- Firing at moving vehicles is prohibited except in imminent danger situations.
Chapter 6: Patrol Procedures
- Patrol guidelines include observing precautionary and personal safety measures; observing defensive driving; always being on the lookout for illegal activities; observing people, places, and situations, identifying suspicious behavior; being familiar with known offenders/criminals or those who frequent an area; being alert for loiterers; and maintaining vigilance in uninhabited areas.
- Guidelines for conducting patrols include maintaining situational awareness; observing suspicious behavior; and maintaining a high level of awareness of the immediate surroundings.
Chapter 7: Rallies and Demonstrations
- Guidelines for dealing with rallies and demonstrations including:
- Whether a permit was issued and if the rally is being held in a designated area.
- Using non-violent actions to maintain peace and order, crowd control, and the safety of both demonstrators and the public.
- Guidelines on the use of force, dispersal, prohibitions, and response processes during the planning stage, initial and peaceful stage, confrontational stage, violent stage, and post-operation stage.
Chapter 8: Police Assistance in the Implementation of Final Decisions/Orders or Resolutions
- The request for police assistance is based on an order of the court, quasi-judicial or administrative body.
- The written request for police assistance must be signed by the corresponding officer and should be submitted five (5) days prior to the implementation of the order.
- Police assistance should only be concerned with the maintenance of peace and order, crowd control and the safety of the corresponding officer.
Chapter 9: Bomb Threat and Bomb Incident
- Procedures during bomb threat includes:
- Treat all bomb threats as serious until proven otherwise, determine the location where the threat is issued.
- Evaluate the threat and consider possible evacuation options.
- Alert the EOD team.
- Search for devices.
- Immediately evacuate or prevent entry into the area where the bomb threat is issued.
Chapter 10: PNP Critical Incident Management
- The Five P's are: Predict, Prevent, Prepare, Perform, Post-Action and Assessment.

- Alert levels during human-induced (man-made) critical incident.
Chapter 11: Police Planning
- Police planning is a management function concerned with visualizing future situations, making estimates, identifying the issues, needs, and potential danger points, analyzing, and evaluating the alternative ways and means for reaching desired goals, according to a schedule, estimating the resources and doing the work. 7 basic elements/parts of a police operational plan include the following:
- Security Classification, Number of Copies and Pages, Name of Headquarters, Plan Title, Reference, Situation, Mission, and Task allocation.
Chapter 12: Police Planning Approaches
- Synoptic or Rational Comprehensive Approach, that considers the present situation, developing alternative, selecting, selling, and implementing, and evaluating plans.
- Operational Planning involves determining policies and guidelines for police activities.
Chapter 13: Crime Mapping
- Crime mapping is used in police planning to quickly locate and pinpoint where crimes happen within a specified area. By using crime mapping, police administrators can use crime mapping more effectively in the suppression and/or prevention of crimes.
Chapter 14: Investigation of Cases of Violence Against Women and Children
- Police officers must follow established procedures for investigations, including immediate action, coordinating with social services, and ensuring the child victim's safety and well-being.
- Procedures for handling cases of child abuse, including the handling of evidence, record-keeping, and legal procedures.
