- The first arriving Engine Company establishes Command and prioritizes rescue, fire attack, and water supply.
- Conducts water supply operations based on pre-arrival instructions.
- Performs size-up and delivers an initial radio report, including a 360-degree assessment.
- Identifies fire location and extent to determine quick access routes.
- Applies water to the fire promptly from a safe position, known as "Quick Hit".
- Engages in aggressive interior attacks after initial exterior water application, ensuring a minimum of three personnel are present for rescue operations.
Water Supply Considerations
- Water supply must be established by the first two arriving engine companies.
Engine Company Operations
- A three-person Engine Company should wrap the hydrant and allocate personnel to initial fire ground operations.
- Four-person Engine Companies are encouraged to wrap the hydrant and ensure the attack crew arrives together.
2nd Arriving Engine Company
- Supports the first Engine Company by completing water supply and establishing a Standby Team with a 2-in/2-out rule.
- Standby Team Members must maintain communication and remain aware of firefighters in the hot zone while equipped with SCBA.
- May assist with fire attack and hoseline advancement and control ventilation in limited fire situations.
- Standby Teams can transition to Backup Teams once the RIT is established.
3rd Arriving Engine Company
- Takes responsibility for Rapid Intervention Team (RIT) duties and should position on the A side of the structure with identified access routes.
4th Arriving Engine Company

- Command transfer should occur during de-escalation to maintain situational awareness, with preference for in-cab command to minimize distractions.
2nd Arriving Chief Officer
- Reports to the IC and serves as the Accountability Officer, with potential assignment to ISO duties as required.
3rd Arriving Chief Officer
- Assumes the Safety Officer role, reporting to the IC.
- Conducts a comprehensive 360-degree inspection and communicates safety concerns to the IC upon completion.
