Driver’s License System
- The minimum age to obtain a student permit is 16 years old.
- Applicants must be able to read and write, and be physically and mentally fit.
- A 15-hour educational program is required for student permit eligibility.
- A driver's license renewal is valid for 5 to 10 years depending on application type.
- A professional driver's license allows operation of private and public vehicles for a fee.
- Requirements for a professional driver’s license include: being at least 18 years old, possessing a valid non-professional license, and not having a contagious disease.
- A non-professional driver’s license is for private motor vehicles.
- Requirements for a non-professional license include: being at least 17 years old, having a valid student permit, and passing the driving exam.
Law Enforcement, Ticketing, Adjudication and Relationship with other Agencies
- Law enforcement ensures compliance with land transportation laws, rules, and regulations.
- Enforcement types include: persuasive, preventive, and punitive.
- A Temporary Operator's Permit (TOP) is issued by LTO deputized enforcers for traffic and administrative violations. It serves as a receipt for a confiscated driver's license, a notice and summon, and a temporary driver's license valid for 72 hours.

Rules on Right of Way, Parking and Other Provisions, and Duties of a Driver in Accidents
- When two vehicles approach or enter an intersection at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on the right.
- Parking is prohibited in the following areas:
- within an intersection
- on a crosswalk
- within six meters of an intersection
- within four meters of a driveway entrance
- within four meters of a fire hydrant
- in front of a private driveway
- on the roadway side of any unmoving or parked motor vehicle
- at any place where signs of prohibitions have been installed
- When a motor vehicle is parked unattended, the ignition switch must be turned off, the motor stopped, and the hand brake applied.
- No person shall hang on to or ride on the outside or rear end of any vehicle.
- No driver should knowingly permit anyone to hang on to or ride on the outside or rear end of their vehicle.
- If a vehicle's load extends more than one meter beyond the bed or body, a red flag not less than 30 centimeters in length and width must be displayed at each projecting end of the load.
- Red lights may be used in lieu of red flags. These lights should be visible at least 50 meters away.
- Red flag and lights should be turned on no later than one-half hour after sunset and until one-half hour before sunrise.
- Every motor vehicle propelled by an internal combustion engine must be equipped with a muffler.
- Mufflers should not be cut out or disconnected when passing through any city, municipality, or thickly populated district or barrio.
- No motor vehicle shall be operated in a manner that causes it to emit unnecessary or disagreeable odor, smoke, or noise.
- No motor vehicle with metallic tires shall be operated on any public highway.
- Solid tires, when used, shall be of sufficient thickness to prevent the metal rims from coming into direct contact with the road.
- When reversing a vehicle, the driver should be aware that the front wheels have a greater turn radius than the rear wheels and will swing out farther when turning.
- When backing up to the left or right, the steering wheel should be turned in the desired direction.
- To stop a vehicle, slowly release the accelerator and gently apply the brakes.
- For manual vehicles, engage the clutch before the vehicle comes to a complete stop.
- Apply the handbrake or parking brake before releasing your foot from the brake and turn the engine off.
- To perform a nose-in parking, the driver should first turn the vehicle in the direction of the parking spot until they reach a certain position. Drive in reverse while turning the vehicle in the other direction until it is facing directly opposite the desired parking slot, and then enter the parking space.
- When performing reverse parking, first set an imaginary reference point near the vehicle parked next to the selected parking spot.
