- Retain copy on file until rescinded, replaced or deleted
Letter of Agreement - Dover Air Force Base and Sussex County Airport
- Effective June 5, 2014
- Purpose: Defines procedures for Dover AFB Radar Approach Control (RAPCON) and pilots at Sussex County Airport (GED) when using CD frequency 125.55 and Dover RAPCON commercial line 302-677-3940
- Scope: Establishes responsibilities and procedures for using CD frequency 125.55 and commercial line 302 677-3940 for aircraft arriving and departing GED
- Responsibilities: Dover RAPCON continuously monitors frequency 125.55
- Procedures:
- Frequency and commercial line used for aircraft on ground at GED for ATC clearances, departure releases, clearance void times, and arrival information only. Not for controlling airborne aircraft or issuing clearances to airborne aircraft
- IFR departure releases issued to one aircraft at a time
- Pilots request departure release when aircraft at runway and number one for departure
- Clearance release times normally no more than 5 minutes after release to aircraft
- Frequency 125.55 and commercial line not used for IFR/VFR flight plans
Dover RAPCON Procedures
- RAPCON issues departure clearances via frequency 125.55 or commercial line, first come, first serve basis
- If unable to issue IFR clearance, RAPCON issues estimated delay length
- Upon pilot notification that they are number one, RAPCON issues release, void time, other instructions
- If unable to issue release, RAPCON advises pilot of expected delay length and reason if possible
Pilots at GED
- Pilots contact Dover CD on frequency 125.55 or commercial line prior to taxiing to runway and request IFR departure clearance
- After clearance, but before entering runway, pilots contact Dover CD and request departure release (only when aircraft number one)
- Pilots change to assigned frequency and contact Dover Departure Control once airborne
- Arriving IFR aircraft advise Dover CD of cancellation of IFR plan as soon as possible after landing or taxiing off runway
- Weather permitting, departing IFR aircraft encouraged to cancel plan with Dover Approach before changing frequency
- If cancellation not received within 30 minutes, Dover Approach initiates lost aircraft procedures
Maintenance/Outage Reporting Procedure
- Dover RAPCON notifies Sussex County EOC of outages on non-USAF equipment (phone 302-855-7808)
- Sussex County EOC notifies Dover RAPCON of any outages/discrepancies on frequency 125.55 and financially responsible for maintenance on non-USAF equipment
Alternate Procedures
- If frequency 125.55 out of service, pilots contact Dover RAPCON via commercial telephone
Emergencies
- Sussex County Emergency Operations Center (EOC) requires notification of all emergency inbound aircraft to GED
- Controllers use best judgment for EOC notification of ground emergencies or aircraft mishaps near Georgetown
