Decentralization of Power
- Panchayati Raj is a system of governance at the grassroots level, distributing powers to local bodies.
- Urban Local Bodies function similarly to decentralized governance but in urban areas.
73rd and 74th Constitutional Amendment Act 1992
- 73rd Amendment established Panchayati Raj (Part 9) and 74th Amendment created Municipal Bodies (Part 9A).
- Both amendments were passed in Lok Sabha and Rajya Sabha on 22nd and 23rd December 1992 respectively.
- Signed into law by President Shankar Dayal Sharma on 20th April 1993; enforced from 24th April 1993 (Panchayati Raj) and 1st June 1993 (Urban Body).
- Panchayati Raj covers 29 subjects in the 11th Schedule; Urban Bodies cover 18 subjects in the 12th Schedule.
