Cultural industry institutions are legally independent units engaged in cultural work, including libraries, cultural education, entertainment, publishing, and other cultural industries.
In 1995-1996, a national survey was conducted on the cultural and entertainment industry, laying the foundation for subsequent statistical surveys.
The Ministry of Culture led the survey, with the participation of national cultural market management departments and cultural statistics officials.
The survey was challenging due to the complexity of statistical data from various market units.
In 1997-1999, the Ministry of Culture conducted statistical surveys on the cultural industry, which were included in the national cultural and heritage statistics report system.
The "one-form" reform was proposed in 1993 to simplify the reporting process for enterprises, but it was not widely implemented until later.
A statistical survey method system was established in 1994, combining periodic surveys, regular sampling, and comprehensive and targeted surveys.
The establishment of enterprise investigation teams outside of agricultural and urban investigation teams was approved in 1996.
In 2003, the basic unit survey, industrial survey, and service industry survey were merged into the National Economic Census.
The National Economic Census, population census, and agricultural census form a stable periodic survey system.
