Crowd Management Plan
- An event crowd management team should have excellent teamwork, clear communication, and coordination between those responsible for overall organization and those interacting directly with the crowds.
Developing the Plan
- A key responsibility of the event safety management team is gathering data to inform the plan's development.
- Research visitor types and anticipate crowd behavior.
- Collect and analyze health and safety information from previous events at the venue.
- Collaborate with external organizations (police, emergency services, etc.) for their expertise.
- Conduct risk assessments to determine crowd control adequacy and make necessary changes.
- Regularly inspect the venue and crowd safety arrangements; VIP inspections may be warranted.
- Set targets for crowd management, such as designating additional service points if queues exceed a certain length.
Reducing Overcrowding
- Sufficient trained stewards and marshals complying with minimum legal requirements are crucial.
- Controlling the number and placement of turnstiles to manage the flow of spectators is important; too few can cause congestion on the opposite side
- Use barriers to direct movement.
- Provide adequate, evenly spaced facilities (toilets, refreshments).
- Implement clear signage for direction.
