Pre-Bid Conference

• One purpose of the pre-bid conference is to clarify and address issues and concerns of prospective bidders.

Bids and Awards Committee (BAC)

• The HoPE shall designate at least five (5) but not more than seven (7) members to the BAC of unquestionable integrity and procurement proficiency.

Financial Document

• The financial document belongs to the bidder.

Determining Competitive Bidding

• If market research determines that imposing certain requirements will likely result in uncompetitive bidding or single-provider bidding, the Procuring Entity can adjust the requirements.

Avoiding Brand Names in Bidding Documents

• It is important to avoid referencing brand names in bidding documents to promote fair competition and prevent unfair advantage.

Access to Bidding Documents

• The place, time, and website where the Bidding Documents may be secured or downloaded, and, where required, the price of the Bidding Documents, should be made available in accordance with Section [insert Section number].

Posting of Bidding Documents

• The Bidding Documents shall be posted at a conspicuous place reserved for this purpose in the premises of the Procuring Entity concerned for a certain number of calendar days.

Contents of Bidding Documents

• The Bidding Documents shall include all necessary information, except [insert exception].

Publicizing the Invitation to Bid

• The invitation to Bid is typically publicized through, but not limited to, newspapers of general circulation, the procuring entity's website, and the Philippine Government Electronic Procurement System (PhilGEPS).
