Compassionate Fund of the Government of India
- The fund is administered by a committee, consisting of the Cabinet Secretary, Home Secretary, Finance Secretary (Expenditure), and Labour Secretary. A Deputy Secretary of the Ministry of Finance acts as the committee secretary.
- The fund provides relief for families of government servants who die in service and were paid from the Consolidated Fund of India.
- Eligible servants include those in civil departments of the Indian government, Union Territories, or those paid from Defense Services estimates. Railway employees and postal service employees are excluded.
- Applications must be submitted within one year of the servant's death, or a reasonable explanation for the delay must be provided. Applications are encouraged to be submitted as soon as possible.
- Grants are prioritized to exceptionally deserving families in indigent circumstances whose deceased official had a meritorious service record.
- Prioritization is also given to officers with long service years or those in lower pay ranges.
- Death due to duty-related circumstances is a consideration.
- Grants are typically not given to retired government servants within six months of retirement or for those permanently disabled.
- No pensions are awarded from the fund.
- Recurring grants might be considered for specific purposes, such as children's education. This is contingent on the committee's satisfaction regarding the continued need for the funding.
- Lump sum grants over Rs. 1,000 are rare and capped at Rs. 10,000 or a year's pay, whichever is lower.
- Procedure: The concerned Administrative Ministry submits the application to the Ministry of Finance, applications need to be strictly screened. Decisions are conveyed back through the Ministry of Finance/Expenditure back to the concerned ministry
- Payments: If lump sum, payments are made by the Pay and Accounts Officer; for recurring payments, payments are handled either through the officer or specific Treasury/Accounts.
- Accounting: Funds are managed by the Accountant General, Central Revenues.Expenditure records are handled by Central/State Accounts.
