Kinds of Procedures for Goods
- Goods Declaration for Consumption can be entered under two procedures:
- Formal Entry Process
- Informal Entry Process (Section 402, CMTA)
Consumption under Formal Entry Process
- Applies to:
- Commercial goods with FOB and FCA value of Php 50,000 or more, either taxable or exempt.
- Goods not eligible for exemption per Section 800 of CMTA (e.g., vehicles, machinery, vessels, aircraft).
- Government importations, regardless of tax status.
Stages of Procedural Flow of Imported Goods
- Key stages include:
- Lodgment: Submission of required documents.
- Assessment: Evaluation of duties and taxes.
- Clearance: Approval for importation.
- Release of Goods: Final handover of imported items.
Documentary Requirements for Formal Entry
- Required documents include:
- SAD Print Out
- Temporary Assessment Notice from e2M
- Bill of Lading or Airway Bill
- Commercial Invoice
- Packing List
- Document Processing Time Form
- Revised Supplementary Declaration on Valuation (SDV)
- Additional documents as necessary.
Process Flow for Importer/Customs Broker
- Importer/Customs Broker prepares necessary documents per regulations.
- Self-assessment of duties and taxes is calculated and lodged through the e2M Customs system.
- Successful lodgment allows printing of the SAD.
- Submission of SAD and supporting documents occurs at the BOC through the Formal Entry Division (FED).
Yellow Lane Procedure in Formal Entry Division
- Formal Entry Division receives and validates SAD and supporting documents.
- Completeness and authenticity of documents are checked.
- An assigned section number is stamped on entry documents.
- Copies of the SAD are distributed to relevant government agencies.
- Verification occurs to determine if shipments require X-ray checks.
Formal Entry Division – Section Concerned Process
- Receiving Clerk logs working copies from the EPU and forwards them to COO V.
- COO V checks selectivity to determine routing through Yellow or Red Lane.
- Yellow Lane requires only documentary examination.
- COO III analyzes proper classification, correct valuation, and rules of origin for imported goods.
