Tiebreaker for Layoff Seniority
- If multiple employees share the same layoff seniority date, the tie is broken first based on service rating grade, then by time stamps, and finally by a lottery.

Filling Vacancies - Promotions

- Employees failing to qualify on probation after open competitive examination are returned to their previous classification with the Civil Service Commission's consent if a vacancy exists.
Reinstatement
- Employees who resigned in good standing can be recommended for reinstatement in the same or similar classification within one year of their resignation if a vacancy exists.
