  • The curriculum is divided into two stages: a written examination and an interview.
  • The written exam is worth 200 marks and assesses general knowledge, public management, and job-related knowledge.
  • The interview is worth 30 marks.

Written Examination (First Stage)

  • The written examination is worth 200 marks.
  • It includes two papers: General Awareness & Public Management (Paper I) and Job-Based Knowledge (Paper II).
  • Paper I has 100 marks with a passing mark of 40.
  • Paper II has 100 marks with a passing mark of 40.
  • Paper I consists of objective, multiple-choice questions (MCQs).
  • Paper II consists of subjective short and long answer questions.

Paper I: General Awareness & Public Management

  • The first 20 marks (10 questions x 2 marks) are allotted to General Awareness.
  • The next 20 marks (10 questions x 2 marks) are allotted to Public Management.
  • The remaining 60 marks (30 questions x 2 marks) are allotted to Job-Based Knowledge.
  • The time allotted for Paper I is 45 minutes.
  • The time allotted for Paper II is 2 hours and 15 minutes.

Paper II: Job-Based Knowledge

  • Paper II consists of subjective questions, including short and long answers.
  • Short answers consist of 12 questions worth 5 marks each.
  • Long answers consist of 4 questions worth 10 marks each.

Interview (Second Stage)

  • The interview is worth 30 marks and evaluates candidates orally.

Important Notes

  • The written exam can be answered in either Nepali or English, based on the language of the question paper.
  • Both languages can be used if clarification is needed.
  • Both the first and second paper written exams are conducted separately but on the same day.
  • Incorrect answers to multiple-choice questions result in a 20% deduction of the mark.
  • No marks are given or deducted for unanswered multiple choice questions.
  • For objective questions, answers should be written in capital letters (A, B, C, D); otherwise, the answer sheet will be canceled.
  • Calculators are not allowed in the multiple-choice exam.
  • Subjective questions will consist of one long question or multiple parts (short notes) of a single question.
  • Separate answer sheets are provided for each section of subjective questions.
  • The number of questions, marks, and weightage will be based on the subject matter as far as possible.
  • Laws, acts, rules, and policies included in the syllabus are considered current if they are in effect 3 months before the exam date.
  • Only candidates selected from the first phase (written exam) will be included in the second phase (interview).
  • The previously applied syllabus is canceled.
  • Effective date of the syllabus: 2080/10/22.

General Awareness

  • Knowledge about Nepal's geography, natural resources, historical, cultural, and social conditions.
  • Awareness of Nepal's economic status and current periodic plans.
  • It includes awareness of biodiversity, sustainable development, pollution, climate change, and population management.
  • Important achievements of science and technology, general knowledge of public health, diseases, food, and nutrition.
  • The Constitution of Nepal (Parts 1 to 5 and Schedules), the United Nations and its specialized agencies.
  • Knowledge of regional organizations (SAARC, BIMSTEC, ASEAN and the European Union).
  • Current national and international affairs.

Public Management

  • Office Management includes office introduction, importance, functions, types, roles, and qualities of support staff.
  • In includes office resources, importance of communication, types and resources and office procedures, correspondence, registration and dispatch, filing, circulars, orders, noting and record management.
  • The Civil Service Act and Regulations include formation of civil service, organizational structure, recruitment methods and procedures, appointment, transfer, promotion, leave, departmental action, and retirement.
  • It also includes the conduct that employees must follow, moral duties, responsibilities, information about the Federal Affairs and General Administration.
  • Also, information about constitutional bodies, government budget, accounting and auditing system, and meaning of public service delivery.
  • It includes bodies that provide services, methods, means, information about human rights, good governance, the right to information and the Public Charter
  • Management concepts and public management include direction, control, coordination, decision making, motivation, , leadership, human values, civic duties, responsibilities, and discipline.
  • Addresses surveying, construction materials, mechanics of materials and structures, hydraulics, soil mechanics, structural design, building construction technology, water supply and sanitation engineering.
  • Surveying includes general, levelling, plane tabling, Theodolite and Traverse Surveying, contouring and setting out.
  • Construction materials addresses stone, cement, clay and clay products, paints and varnishes and bitumen.
  • Mechanics of materials and structures focuses on mechanics of materials, mechanics of beams and simple strut theory.
