Civil Disturbance Operation Procedure (CDOP)
- Purpose: To provide a plan of action for civil disturbance operations, enhance mobilization of personnel and equipment and integrate with other agencies (Hamilton County police agencies, Ohio National Guard, Ohio State Highway Patrol, and federal troops).
- Policy: During a Phase II through a Phase IV:
- Curtail routine police duties
- Direct rumors and information related to civil disturbances to the Regional Emergency Operations Center (REOC)
- Assign personnel to command officers and supervisors
- Request help from internal or external sources through the REOC
- 12-hour shifts may be implemented, and off-days, off-time and vacations may be cancelled.
- Operational Zones:
- Green Zone: Areas not involved in hostile activities, normal activities continue here. Fire Department personnel can respond without police escort.
- Yellow Zone: Areas where hostile activities are likely to develop, monitor personnel safety closely, fire department may request police escort.
- Red Zone: Areas where civil disorder is happening, fire department personnel can only enter with a police escort.
- Alert Cars:
- Two two-officer units patrol the area closest to the hostile area but do not respond to routine radio runs, only when dispatched by ECS.
- CDRT (Civil Disturbance Response Team)
- Deployed to assist with crowd management or control, or events with a potential for civil unrest.
- CDRT commander determines if alert cars are still needed.
- Phase I:
- Initiated when initial alert cars are exhausted, used for crowd management or control.
- District supervisor provides ECS with a brief account of the situation
- The Police Department has mutual aid agreements with most municipal police agencies in Hamilton County.
- Phase II:
- Initiated when a larger response is needed, involving the mobilization of all units.
- ECS notifies personnel on the Phase II Notification List.
- Phase III:
- Initiated by the City Manager or Mayor, involves integrating the Ohio National Guard or Ohio State Highway Patrol (OSHP) with Department personnel.
- The average response time of the OSHP is approximately 20 minutes.
- Phase IV:
- Initiated by the City Manager or Mayor through the Governor, involves integrating federal troops with other agencies.
- Phase V:
- Initiated when the disorder subsides, involving a decrease in personnel strength.
