Introduction to Commercial Driver's License Manual
- This manual provides information on commercial driver license (CDL) testing for drivers who wish to operate commercial motor vehicles (CMVs).
- The manual does not provide information on all federal and state requirements needed to drive a CMV.
Commercial Driver License (CDL) Classification
- CDL classification is based on the type of vehicle and cargo being transported.
- There are three basic vehicle classes or groups:
- Class A: Combination of vehicles with a gross combination weight rating (GCWR) of 26,001 or more pounds, provided the GVWR of the vehicle(s) being towed is more than 10,000 pounds.
- Class B: Single vehicle with a GVWR of 26,001 or more pounds, or any such vehicle towing another vehicle not in excess of 10,000 pounds GVWR.
- Class C: Single vehicle with a GVWR of less than 26,001 pounds, or any such vehicle towing another vehicle not in excess of 10,000 pounds GVWR.
CDL Endorsements
- CDL endorsements are required for certain types of vehicles or cargo.
- There are six kinds of CDL endorsements:
- Passenger (P): required for drivers who wish to transport 16 or more passengers, including the driver.
- School Bus (S): required for drivers who wish to drive a school bus.
- Tank Vehicle (N): required for drivers who haul hazardous materials or waste in amounts requiring placards.
- Hazardous Materials (H): required for drivers who haul hazardous materials or waste in amounts requiring placards.
- Double and Triple Trailers (T): required for drivers who wish to pull double or triple trailers.
- Combination of Hazardous Materials and Tank Vehicle (X): required for drivers who haul hazardous materials or waste in amounts requiring placards and drive a tank vehicle.
CDL Restrictions
- CDL restrictions may be added based on the type of vehicle and equipment used for the Skills Test.
- There are ten standardized restriction codes, including:
- (E) - No manual transmission.
- (K) - Intrastate only.
- (L) - No Air brake equipped CMV.
- (P) - No passengers in CMV bus.
- (V) - Medical Variance.
Important Information
- Drivers must have a CDL to operate:
- Any single vehicle with a GVWR of 26,001 pounds or more.
- A combination vehicle with a GCWR of 26,001 pounds or more.
- A vehicle designed to transport 16 or more passengers, including the driver.
- Any size vehicle that requires hazardous material placards or carries material listed as a select agent or toxin.
- Federal regulations require a background check and fingerprinting for the Hazardous Materials endorsement.
- States may have additional definitions of CMVs and may include more drivers and vehicles in their CDL programs.### CDL Endorsements and Restrictions
- (N) - No Class A and B passenger vehicle: Restriction applies if the applicant performs the skills test in a passenger vehicle requiring a Group C CDL.
- (O) - No tractor-trailer CMV: Restriction applies if the applicant performs the skills test in a combination vehicle with a non-fifth wheel connection.
- (X) - No cargo in CMV tank vehicle: Restriction applies if the applicant has an N endorsement and can only operate an empty tank vehicle.
- (Z) - No full air brake equipped CMV: Restriction applies if the applicant performs the skills test in a vehicle equipped with air over hydraulic brakes.
- (M) - No Class A passenger vehicle: Restriction applies if the applicant performs the skills test in a passenger vehicle requiring a Group B CDL.
CDL Requirements
- To get a CDL or CLP, you must pass knowledge tests, complete the Entry Level Driver Training, and pass skills tests.
- The CDL skills test consists of three segments: Vehicle inspection, Basic vehicle control, and On-road driving.
- You must take the segments in the order listed and must pass each one before moving to the next.
- You must take the tests in the type of vehicle for which you wish to be licensed.
CDL Knowledge Tests
- The general knowledge test, taken by all applicants.
- The passenger transport test, taken by all bus driver applicants.
- The air brakes test, taken by applicants who want to operate vehicles with air brakes.
- The combination vehicles test, taken by applicants who want to operate combination vehicles.
- The hazardous materials test, taken by applicants who want to haul hazardous materials.
- The tank vehicle test, taken by applicants who want to haul any liquid or gaseous materials.
- The doubles/triples test, taken by applicants who want to pull double or triple trailers.
- The School Bus test, taken by applicants who want to drive a school bus.
Utah CDL Requirements
- Utah law requires all applicants to provide a driver license with a minimum of one-year experience and a current DOT medical card.
- CDL applicants under the age of 21 are restricted from obtaining endorsements for Passenger, School Bus, or Hazmat.
Medical Documentation
- Starting January 30, 2012, and no later than January 30, 2014, applicants must provide information to the State Driver's License Agency regarding the type of commercial motor vehicle operation.
- Drivers must submit a current medical examiner's certificate and/or any medical variance documents to obtain a "certified" medical status.
- If you are required to have a "certified" medical status and fail to provide and keep up-to-date your medical examiner's certificate, you may lose your CDL or your CDL will become denied.
Interstate or Intrastate Commerce
- You must decide whether you will operate in interstate or intrastate commerce.
- If you operate in both interstate commerce and intrastate commerce, you must choose interstate commerce.
- Interstate commerce is when you drive a CMV:
- From one State to another State or a foreign country;
- Between two places within a State, but during part of the trip, the CMV crosses into another State or foreign country;
- Between two places within a State, but the cargo or passengers are part of a trip that began or will end in another State or foreign country.
- Intrastate commerce is when you drive a CMV within a State and do not meet any of the descriptions above for interstate commerce.
Inter/Intrastate Commerce: Status Non-Excepted or Excepted?
- You must decide whether you will operate in a non-excepted or excepted status.
- This decision will tell you which of the four types of commerce you must self-certify.
- Interstate Commerce: You operate in excepted interstate commerce when you drive a CMV in interstate commerce only for the following excepted activities:
- To transport school children and/or school staff between home and school;
- As Federal, State, or local government employees;
- To transport human remains or sick or injured persons;
- Fire truck or rescue vehicle drivers during emergencies and other related activities;
- In response to a pipeline emergency condition requiring immediate response.
- Non-Excepted Interstate Commerce: You operate in non-excepted interstate commerce when you drive a CMV in interstate commerce and are required to meet the Federal DOT medical certification requirements.
- Intrastate Commerce: You operate in excepted or non-excepted intrastate commerce depending on the type of commerce you are engaged in.### Interstate and Intrastate Commerce
- Operating in both interstate and non-excepted interstate commerce requires choosing non-excepted interstate commerce to be qualified to operate in both types.
- Intrastate commerce does not require meeting state medical certification requirements if determined by the State of licensure.
- In Utah, operating in excepted intrastate commerce under 21 years of age and only driving a CMV in intrastate commerce requires meeting Federal or State requirements.
CDL Restrictions
- Restrictions can be placed on a Utah CDL, including:
- "A" - No restrictions
- "B" - Wear corrective lenses

- To remove a CDL "E", "L", or "O" restriction, a driver must obtain a qualifying permit, hold it for 14 days, and pass the Skills test(s).

Medical Examination

- If not qualified for a DOT Certificate, a Utah "K" restriction may be granted, allowing driving of a commercial motor vehicle within Utah only.
CDL Disqualifications
- CDL holders may be disqualified for various reasons, including:
- Alcohol, leaving the scene of an accident, and commission of a felony
- Serious traffic violations (excessive speeding, reckless driving, etc.)
- Violation of out-of-service orders
- Railroad-highway grade crossing violations
- Hazardous materials endorsement background check and disqualifications
- Traffic violations in personal vehicles
Serious Traffic Violations
- Serious traffic violations include:
- Excessive speeding (15mph or more above the posted limit)
- Reckless driving
- Improper or erratic lane changes
- Following a vehicle too closely
- Traffic offenses committed in a CMV in connection with fatal traffic accidents
- Driving a CMV without obtaining a CDL or having a CDL in the driver's possession
- Penalties for serious traffic violations include:
- 60 days for two violations within three years
- 120 days for three or more violations within three years
Railroad-highway Grade Crossing Violations
- Violations include:
- Failing to slow down and check that the tracks are clear
- Failing to stop before driving onto the crossing
- Failing to have sufficient space to drive completely through the crossing without stopping
- Penalties include:
- 60 days for the first violation
- 120 days for the second violation within three years
- One year for the third violation within three years
