Bidding Modifications and Procedures

• A bidder wishing to modify their bid after the submission deadline must submit a written request justifying the need for the modification.
• If technical specifications are unclear during the Preliminary Examination of Bids, a procurement method that allows for clarification or adjustment must be implemented.

Contracting and Procurement Timelines

• Bidders must enter into a contract with the Procuring Entity within 10 days of receiving the notice of award.
• The post-qualification process must be completed within a maximum of 5 days from the determination of the Lowest Calculated Bid/Highest Rated Bid.
• The evaluation process for procurement of goods and infrastructure projects should be finalized within 30 calendar days from the deadline for receiving proposals.

Bidder Document Submission Implications

• When Antonio Construction submitted its required documents a week after being notified they had the highest rated bid, it indicates a potential issue with timely compliance, which could affect their eligibility.

Participation in Bidding for Consulting Services
