The scope of supply covers the requirements of the Signalling and Train Control System completely. It includes control equipment, trackside signalling equipment, train borne signalling and train control equipment, station equipment, concrete or metallic base, fixtures, support for indoor and trackside equipment, and all cabling including optical fibre cables, cable terminations, and cabling support, protection pipes, accessories necessary for the work, and all associated equipment needed for a complete Signalling & Train Control system.

Services include design, manufacture, supply, system assurance, installation, testing and commissioning of the Signalling and Train Control System; presentations, reviews and audit support; assistance with providing required documents for RAMS Assessor and ISA; interface management; system operations and maintenance support services; training for Employer's staff; preparation of Operation, Maintenance and Training Manuals; decommissioning, removal and/or disposal of Temporary Works; design, prototype, manufacture, delivery, installation and identification of foundations/fixtures for indoor and outdoor equipment; Defect Liability and Comprehensive Maintenance Period; providing necessary support and documents (viz SIL certification documents, Safety case, Type test result etc.); supervised maintenance; ergonomic study for OCC, BCC, DCC, and all SCR; and any other service needed for a complete Signalling & Train Control system.

The Reliability measure shall be Mean Time between Maintenance Action (MTBMA). The system shall achieve an MTBMA of no less than 7 days per 12 route Km of the line. MTBMA includes both preventive and corrective maintenance.

Bhopal and Indore Metro Rail Projects - Signalling Technical Specifications

Scope of Work: Includes design, manufacture, supply, installation, testing, integration, commissioning, and maintenance of the signalling and train control system for both Bhopal and Indore metro lines. This specification applies equally to both systems.

Centralized Control Centers: One centralized Operation Control Centre (OCC), one Playback and Training Room (PTR), one Depot Control Centre (DCC), and one Backup Control Centre (BCC) each for Bhopal and Indore metro systems.

Headway: All lines are designed for a 90-second headway and will ultimately operate in Unattended Train Operation (UTO) mode.

Indigenous Procurement: Signal and train control system contractors will prioritize indigenous procurement.

Standards Compliance: Compliance with latest standards, functionalities published at the design/bidding stage, and MRGR 2020; Engineer's decision is final.
Scope of Supply Details

Systems and Equipment: Covers all aspects of the signalling and train control system, including control equipment (radio systems, interlocking, trackside ATC, workstations, trainborne equipment, servers), trackside signalling equipment, trainborne equipment, station equipment (control rooms, emergency stops), foundation, cabling (including fiber optic cabling & terminations). Special test equipment, spares, maintenance tools, software licenses (at least 5 years), power supply, training documentation, manuals, tools for testing & commissioning. Furniture will be provided in various locations (control centers, stations). Detailed requirements and interfaces are outlined in other documents.

Software Traceability: The Contractor must utilize a requirements management and traceability tool compatible with IBM Rational DOORS v9.3 or later. Data must be submitted monthly electronically. If a tool is not compatible, an alternate export method must be proposed.

Depot Signalling & Train Control: Signalling equipment will be provided for depot areas not using Advanced Train Protection (ATP).

Services: Includes design, manufacture, system assurance, installation, testing, commissioning, presentations, reviews, and audit support. Support for Reliability, Availability, Maintainability (RAM) and Independent Safety Assessor (ISA). Management of interfaces with other contractors, training for Employer's staff, manual preparation (operation, maintenance, and training manuals), support for the independent safety assessor, and maintenance support services. Also includes ergonomic study for control centers, removal of temporary works and providing additional equipment as needed. Compliance with Cybersecurity standards with provision of security consultant and development of System Safety & Cyber Security Assurance Plan. Provision for phased commissioning/change management. Life cycle costs will be planned in compliance with IEC 60300-3-3.
Performance Requirements

System Performance: The signalling and train control system must meet design and performance requirements and function optimally within the environmental conditions, conforming to standards like ISO 9227, ASTM B117, ISO 1461, and EN 12944-6 or ISO 1461, EN 12944-6, and EN 50125-3, as relevant.

Proven Design & Track Record: Equipment must have a proven design with a satisfactory track record of at least one year in commercial operation outside India (or in India).

Built-in diagnostics: Microprocessor-based equipment modules must include built-in diagnostic and remote monitoring functions for performance demonstration.

Reliability (MTBMA): The signalling system must achieve a Minimum Mean Time Between Maintenance Action (MTBMA) of 7 days per 12 route kilometers, for Bhopal and Indore projects. MTBMA includes preventive and corrective maintenance, across different equipment groups (trackside ATC, onboard ATC, ATS, CBI systems, train control and communications equipment etc).

Availability (MTBSAF): Mean Time Between Service-Affecting Failures (MTBSAF) for the entire signalling system per 12 kilometers for three years operation. Calculations will use relevant failures (train detection, signals, points, interlocking, onboard ATC, balises, ATS, bi-directional communication). Delay calculation will consider time the first affected train loses due to the relevant failure. Minimum availability of ≥ 99.99% is to be demonstrated. Penalty for passenger detrainment due to signalling failures during Defect Liability and Comprehensive Maintenance Period (DLCMP) periods.

Maintainability (MTTR): Define Mean Time To Repair (MTTR) targets for different equipment types, including onboard and trackside equipment and equipment rooms/ control rooms. Ensure replacement units are easily handled (except for specialized units). System components are expected to be available for at least 30 years (central control equipment available for at least 10 years), with backward compatibility for components.

System Safety: Provides for safe routing, spacing, movement, and control of trains. Contractor establishes & maintains full system safety responsibility throughout the system lifecycle. System shall not become dangerous when parts are removed. Wrong side failure probability shall be <10-9 per train operating hour.

Cybersecurity: Develops an information security framework, plan and a thorough SDLC process, including risk management for protection against malicious attacks. Complies with relevant standards (ISO/IEC 13335, ISO/IEC 27005, ISO/IEC 31000, ISO/IEC 15408, ISO 27032, IEC 62443-2, and other related standards). Includes backup, disaster recovery, antivirus, perimeter security devices (firewall, IPS/IDS), Active Directory and domain server, data encryption and SAN storage server. Also addresses Identity & Access Management, Application Security, Threat & Vulnerability Management, and Cyber Security Consultant engagement.

Service Capacity: Sustained operation of metro train consists in both directions per hour, including turn-back operations at terminals. Operational conditions and expectations like train dwell times and layover times are specified.
