3.01 Purpose
- Sheriff has authority to hire non-sworn and deputize sworn employees to assist in carrying out functions.
- Bexar County Sheriff's Office (BCSO) is organized in a hierarchical structure (chain of command).
- Understanding and adhering to the chain of command is essential for all employees.
3.02 Policy
- Policy outlines the chain of command and supervisory responsibilities.
3.03 Definitions
- Branch: Specialized group within a Division, commanded by a Captain.
- Bureau: Major functional activity, commanded by an Assistant Chief Deputy.
- Chain of Command: Series of executive positions with authority flowing downward.
- Detail: Assignment or duty.
- Division: Specialized group within a Bureau, commanded by a Deputy Chief.
- Order/Command: Verbal or written instruction.
- Section: Specialized group within a Branch, commanded by a Lieutenant.
- Unit: Specialized group within a Section, supervised by a Sergeant.
3.04 Chain of Command Structure
- BCSO sworn and non-sworn chain of command order: Sheriff, Chief Deputy, Assistant Chief Deputy, Deputy Chief/Director, Captain, Lieutenant, Sergeant, Investigator/Corporal, Deputy Sheriff, Civilian Employee.
3.05 Chain of Command Responsibilities
- Sheriff: Chief Executive Officer; final authority for office policies and full responsibility for all duties.
- Chief Deputy: Appointed by the Sheriff, second in command; oversees operations; acts as spokesperson for Sheriff in their absence.
- Assistant Chief Deputy: Appointed by Sheriff, responsible for their assigned bureau.
- Deputy Chief: Appointed by Sheriff, responsible for their assigned division.
- Captain: Promotional procedure via Civil Service Commission; branch supervisor.
- Lieutenant: Second highest branch supervisor, section/shift supervisor, responsible for subordinates and aiding Captain.
- Sergeant: Direct supervision of deputies in a shift/unit; complies with officer orders; advises and assists subordinates.
- Investigator: Assigned to Criminal Investigations; directly responsible for criminal investigations.
- Corporal: Primarily supervisory within detention and reports to a higher-ranking officer.
- Deputy Sheriff: Non-specialised tier deputy.
- Civilian Employee: Assigned to civilian positions; authority determined by the Sheriff.
3.06 Chain of Command General Rules
- Authority lines are clearly defined. Employees must follow orders from supervisors.
- Supervisors may assign individuals to supervise situations.
- Multiple employees of equal rank may be on a joint assignment; seniority determines who is in command.
- Chain of Command can be bypassed in emergencies.
- Deputy's respect and interaction with a higher-ranked detention officer.
3.07 Responsibility of Supervision
- Each employee except the Sheriff, has a supervisor.
- Supervisors responsible for properly executing orders and instructions.
- Supervisors are responsible for ensuring proper equipment, training and support needed for assigned duties.
- Supervisors must promote morale, and handle subordinates fairly and objectively.
- Supervisors address and handle subordinates fairly.
